Resolution: Received Class Report rectifying this deficiency.
Oil filtering equipment referred to in paragraph 2 of this regulation shall be of a design approved by the Administration and shall be such as will ensure that any oily mixtures discharged into the sea after passing through the system shall not exceed 15ppm. In considering the design such equipment, the Administration shall have regard to the specification recommended by the Organization. The vessel's crew was unable to demonstrate that the vessel's oil content meter received any samply flow through the meter. The oil content meter, an OMD II, requires a flow rate of .5 to 4 liters / min.

Whenever an accident occurs to a ship or a defect is discovered, either of which affects the safety of the ship or the efficiency or completeness of its life-saving appliances or other equipment, the Master or owner of the ship shall report at the earliest opportunity to the Administration, the nominated surveyor or recognized organization responsible for issuing the relevant certificate. PSCO observed temporary repairs made by the crew to the cargo heating water pipe. The pipe ruptured and was leaking where pipe meets the deck on cargo hold # 10 STBD side.

Resolution: RINA class report attested to permanent repairs of cargo heating water delivery pipe on main deck. Pipe was hydrostaticaly pressure testedat 4 bars and no leaks were detected.
Vsl reported it experienced a steering casualty while at drydock at the Navy Yard in Philadelphia, PA. The vessel noticed an alert on the steering system and was issued a condition of class as a result. Vessel is still troubleshooting, however, upon completion, needs to get underway to conduct sea trials.
The vsl has been issued COTP Order #067-22, requiring the vsl to use tugs and only transit during daylight hours to conduct sea trials.

In cargo ships of 2000 gross tonnage and upwards, if a fire in any one compartment could put all the pumps out of action there shall be an alternative means consisting of a fixed independently driven emergency pump. Vessel's emergency fire pump was not functional due to inability to draw water from the sea chest.

1840-Cargo-Cargo tanks shall be fitted with an audible and visual high level alarm. During test of high level and overfill alarms, PSCO noticed 8S tank overfill illuminated when the tank was below that level. The high level alarm failed to illuminate at 95%. 73/78 MARPOL Annex II/11.1 IBC Code 15.19.6

1581-Navigation-The ships steering gear shall be checked and tested by the ships crew. The test shall include the operation of the rudder angle indicators in relation to the actual position of the rudder. Rudder angle indicators located on main steering unit and bridge conning position had a discrepancy of approximately 5 degrees to port and starboard. 74 SOLAS (14 Cons) V/26.1.6
