On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces a space with a through-hull fitting below the deepest load waterline. Bilge alaram in forepeak not operational. Provide operational bilge alarm. 46 CFR 182.530

Each nozzle must be of corrosion-resistant material and be capable of being changed between a solid stream and a spray pattern. A nozzle on a vessel of not more than 65 feet in length carrying more than 49 passengers must: (1) Be of a type approved in accordance with approval series 162.027; or (2) Be of a type recognized by the Commandant as being equivalent in performance. Current nozzle onboard vessel is plastic and does not meet 162.027. Provide nozzle that meets 162.027. 46 CFR 181.320(d)

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces.Detector in starboard passenger area not operational. Provide operational detector.

Both main engines were found without machinery guards on the front belts and pullies. Provide adequate guards to prevent personnel injury.

The engine room stbd battery bank was found with exposed battery terminals. Provide terminals with protection against shorting out terminal posts.

01 ball valve was found to be inoperable. Replace ball valve with new.

Vessel was delivered in 1966 and the current stability letter was issued from a sister vessel built in 1965. A stability test has never been conducted on the actual vessel. Modifications were made and a lightships calculation was submitted to MSC in 1999. Additional modifications / engine replacements have occurred in 2011, 2014, and 2018. Vessel recently added 4 layers of fiberglass / resin to the bottom hull, added numerous structural frames outboard / forward, added 2 layers of plywood to the transom, and added one layer of plywood to the engine room flooring. Vessel is currently re-powering both main engines. Provide all documented weights removed and added to the vessel since the 1999 lightship submission to the Marine Safety Center for stability review.

Provide SSD with completed re-power checklist.

Unauthorized repairs were made to the transom of the vessel. Provide a written repair plan to correct unauthorized repairs.

Vessel completed a re-power of both main engines. Conduct an underway sea trial with marine inspector prior to carrying passengers.

Vessels deck above the lazarette is leaking. Identify the failure of the deck that is causing the leaking and provide a repair plan for approval. Once the repair plan is approved, complete repairs to the satisfaction of the attending USCG marine inspector. To be completed by next dry docking.

Vessel does not have emergency broadcast placard for identified radio. Post a identifying placard and instructions as per 46CFR184.510.

Starboard bunk room smoke detector and emergency lighting was not in place. Replace smoke detector and emergency lighting.

Vessel's COI lapsed on 23JAN2024, is restricted from operations, and will required a new COI inspection.

Egress drills were conducted on vessel on 25APR25. No modifications were made to the salon tables that obstruct the port and stbd bunk room escape hatches. Submit plans to SSD to modify the tables to prevent egress obstruction.

Provide labels on both sides of all emergency escape hatches.

The side-shell escape hatch did not open fully in the forward direction. Modify the hatch to fully open in the forward position.

Small passenger vessels that have overnight accommodations for passengers must comply with the requirements in 46 CFR 177.500; construction/arrangement and means of escape. Your vessel must make the following corrections to meet the regulations: *Current aft berthing secondary egress configuration utilizing a vertical ladder on a vessel of > 65’ is not in compliance with 46 CFR 177.500. *Salon does not have secondary means of egress meeting requirements in 46 CFR 177.500. You must submit plans for approval to the U.S. Coast Guard Officer in Charge of Marine Inspection (OCMI) at the below email addressing all the listed items. Please allow a minimum of thirty (30) days for plan approval prior to making any alterations to your vessel. All vessels are required to comply with the emergency egress requirements by 31DEC2023.

Discovered various "daisy-chained" wires in the crew berthing and galley. Remove all "daisy-chained" wires from the vessel.

Junction box below stairs in crew berthing found to be missing cover. Install new cover. Cite: 46 CFR 183.01-15(a) (Old T).

Vessel experienced small fire within the galley oven. It was reported a box of chips was left in the oven, then the oven was turned on. Prove proper operation of oven and stove top heating elements and all associated wiring.

Sector San Diego does not have vessels electrical plans on file or current installations do not match what we have on file. Provide a one-line electrical drawing for all A/C switchboards and distribution panels. Include all circuit loads, conductor sizes, and over current protection.
