MARPOL 73/78 Annex I/Reg. 14.6: Oil filtering equipment shall be of a design approved by the admin and shall be such as will ensure that any oil mixture discharged into the sea after passing through the system has an oil content not exceeding 15 ppm. The vessel's oily water separator could not maintain an effluent discharge below 15 ppm, and PSCO observed oil in the overboard discharge pipe.
