If your vessel is not operated on international voyages and does not meet the conditions in paragraph (d) of this section, it must undergo a drydock and internal structural examination as follows unless it has been approved to undergo an underwater survey (UWILD) per 176.615 of this part: (1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo drydock examination and an internal structural at least once every two years. Vessel's drydocking due date of May 31, 2024 has lapsed and vessel is overdue for credit drydocking. Vessel is not to operate with passengers onboard or conduct any dry docking repairs unless approved by the attending marine inspector. 46 CFR 176.600(c)(1)

Connectors must be made to battery terminals with permanent type connectors. Spring clips or other temporary type clamps are prohibited. Two batteries on second deck found with temporary wing nuts securing the terminals. Properly install permanent type connectors on all battery installations. 46CFR183.350(d) 16c

Electrical equipment on a vessel must be installed and maintained to minimize accidental personnel contact with energized parts. Dead end wires found in engine port compartment. Remove or cover dead end wires. 46CFR183.200(c) 16c

Electrical equipment on a vessel must be installed to protect the vessel from electrical hazards, including fire. A battery on the second deck was found with 5 connections on a single terminal. Reduce amount of connections on specified terminal to no more than 4. 46CFR183.200(b) 16c

A hatch exposed to the weather must be watertight. Gasket material on the vessel's forward deck hatches do not provide a watertight seal. Properly renew hatches to prevent ingress of water. 46CFR179.360 16c

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Required emergency instructions not mounted at the operating station. Mount instructions. 46CFR185.510(a) 16c

Except as allowed by paragraph (e) of this section, each vessel certified to operate on a limited coastwise route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. Vessel's life floats were unserviceable. Vessel's route is reduced to no more than 3 miles from land. 46CFR180.205(c) 705c (pending COI amendment)

Exhaust piping shall be led to the point of escape with a minimum number of bends or elbows. It shall be gas tight throughout its length and shall be properly supported by non-combustible hangers or blocks. Stbd main engine has an exhaust leak at the turbo exhaust outlet housing to exhaust pipe connection. Repair by July 5, 2023, to the satisfaction of the attending MI. 46 CFR 182.15-20(a) Old T

The owner, managing operator, or master shall report damage to machinery that renders further use of the item unsafe until repairs are made, to the OCMI. Vessel master notified Sector of flooding inside #2 engine compartment. Identify source of flooding. Submit repair proposal to the satisfaction of the attending marine inspector. 46 CFR 185.208

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel may not be made without the approval of the cognizant [name withheld] forward bow fractured from impact with pier. Submit a repair proposal to the satisfaction of attending Marine Inspector. 46 CFR 176.700(a)

A visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. Bilge alarm light in forward port compartment is not operational. Demonstrate proper operation to attending Marine Inspector. 46 CFR 182.530(a)

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. Vessel's Certificate of Documentation is expired. 46 CFR 67.313

The EPIRB test required by paragraph (a) shall be logged or otherwise documented. Vessel unable to provide log for EPIRB tests. 46CFR185.728(c)

Firefighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: Date of the drill and training; and general description of the drill scenario and training topics. Vessel unable to provide logs for fire fighting drills and training. 46CFR185.524(d)

Every vessel must be fitted with a suitable magnetic compass designed for marine use, compass must be illuminated or restricted to daytime operation. Provide light for the compass. 46 CFR 184.402

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. Vessel requires mast head light prior to vessel movement. 46 CFR 183.420

The employer shall provide an Employee Assistance Program for all crew members that includes both education and training on the effects and consequences of drug and alcohol use. Supervisory personnel must receive at least 60 minutes of training. Provide satisfactory evidence of training for supervisor and crew. 46 CFR 16.401

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Vessel's life ring buoy is worn. Replace life ring buoy and shorten line for light. 46 CFR 176.808(b)

Each flare carried to meet this section must be stowed in one of the following: A portable watertight container marked as required by § 185.614 of this chapter, carried at the operating station. Vessel requires container. 46 CFR 180.68 (e)(1)

Each vessel must be equipped with at least two operable portable battery lights. Vessel does not have a second portable battery light. 46 CFR 183.430

Vessel is required to ensure the EPIRB's battery is replaced after it is used, or before the date required by FCC regulations in 47 CFR part 80, whichever comes sooner. Vessel's EPIRB battery was past its expiration date. Replace battery to satisfaction of attending Coast Guard Marine Inspector. Vessel restricted to within one mile of shore. 46 CFR 185.728

The float-free link required by 180.130(a)(1) must be of proper strength for the size of the life float or buoyant apparatus as indicated on its identification tag; and secured to the painter at one end and to the vessel on the other end. Float-free link tag not visible on port side life floats. Properly install the appropriate float-free link(s) on port side and repair water light container for STBD life float. 46CFR180.137(b)(2)(3)

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Vessel requires emergency broadcast instruction placard as per 184.510.

Each portable fire extinguisher on a vessel must be of an approved type. Brackets for fire extinguishers are unapproved. Replace with USCG approved brackets as referenced on each label. 46 CFR 181.500 (a)

Deck rails must be designed and constructed to withstand a point load of 200 pounds applied at any point in any direction. Fractured welds on port fwd railing in 2 spots and top deck railing loose effecting strength of railings. 46 CFR 177.900 (b)

When the flexible section is a nonconductor of electricity, the metallic sections of the filling pipe separated thereby shall be joined by a conductor forprotection against static spark when filling. The vessel's port and starboard fuel tanks are not fitted with a fuel tank fill pipe conductor. Fuel tanks require bonding wire. 46 CFR 182.15-30 (d)

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 x 30 mesh. Mesh on port and stbd need to be repaired. 46 CFR 182.450(e)

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel exceeded drydock date of 31 May 2022 as indicated on COI. Complete credit drydock prior to operation. 46 CFR 176.600(c)(1)

Piping used in vital systems must be composed of ferrous materials. The bilge system and fire main system are constructed of nonmetallic PVC piping. The OCMI of each marine inspection zone must approve any special consideration granted to a vessel. Submit a request for special consideration to the OCMI for PVC piping used in the identified vital systems. 46 CFR182.710(c)

Chemical testing of personnel must be conducted as required by this subpart and in accordance with the procedures detailed in 49 CFR part 40. The vessel was found NOT in compliance during the Chemical Testing Program Compliance Audit.

VHF DSC Radio function was not operational. Provide programmed radio in accordance with 46 CFR 184.502.

Emergency drills were not logged. Conduct and log drills in accordance with 46 CFR 185.420.

Monthly epirb test was not logged. Conduct test and log in accordance with 46 CFR 185.728.

2019 Coast Pilot and Light List were not provided. Provide in accordance with 46 CFR 184.420.

Waste mangagement plan was not provided. Provide in accordance with 33 CFR 151.57

Soft spots were present in the balsa core foredeck, cabin, port/stbd exterior decks and aftdeck. Survey areas for water intrusion/failure at June 2020 drydock and renew to satisfaction of attending Coast Guard inspector in accordance with 46 CFR 176.802.

Vessel stability is in question due to freeboard measurement changes from original stability test. Prove vessel meets applicable stability standards in accordance with 46 CFR 178 and 179.

Fireboy system in port and stbd engine compartments are undersized. Provide correct size extinguishing systems for engine compartments in accordance with 46 CFR 181.400. Vessel is required to carry 2 additional 40-B:C extinguishers.

Bilge pumps. Installed bilge system repeatedly became airbound. Limited to 49 passengers.

Bilge high level alarms. Port and stbd tank space high water alarms are inoperative.

Machinery inspection. Oil is being distributed throughout port engine space by oil leaking onto pulleys.

Watertight bulkheads. Port and stbd watertight bulkheads aft of the collision bulkhead have accesses that are not watertight.

Watertight bulkheads. Port and stbd engine room bulkhead penetrations are not sealed. Port and stbd head compartment forward bulkhead penetrations are not sealed.

Protection against hot piping. Port engine exhaust lagging is unsatisfactory.

Distribution panels and switchboards. Distribution panel has open slots.

Requirements of the FCC. FCC Station License was not provided.
