A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel did not complete a drydock or internal structure examination within 24 months of the previous exam. Complete credit hull inspection prior to carrying passengers.

Rails or equivalent protection must be installed near the periphery of all decks of a vessel accessible to passengers or crew. Rails on passenger decks of a ferry or vessel engaged in excursion trips including but not limited to sightseeing trips, dinner and party cruises, and overnight cruises, must be at least 1,000 millimeters (39.5 inches) high. Rail courses or the equivalent must be installed between a top rail and the deck so that no open space exists that is more than 305 millimeters (12 inches) high except: (1) On passenger decks of a ferry or of a vessel on an excursion trip the following must be installed: (i) Bulwarks; (ii) Chain link fencing or wire mesh that has openings of not more than 4 inches in diameter; or (iii) Bars, slats, rail courses, or an equivalent spaced at intervals of not more than 100 millimeters (4 inches). Vessel was previously engaged in head boat/fishing service and now is engaged in excursion service. Vessel is fitted with 36 inch rails.

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. Vessel COI is not posted.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Vessel has electronic charts and was unable to demonstrate latest update/correction.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems. On THE UNCLE OSCAR, the Main Diesel Engine (MDE)is currently inoperable due to a blown piston. Owner/operator shall repair and/or renew MDE such that vessel is restored to full operational capability and make available for all necessary tests and inspections required by attending MI, including tests of related systems and appurtenances. Proper CG oversight is required on any repairs/re-powering projects, and owner/operator shall ensure CG approval prior to initiating.

Label remote fuel off location.

Repair/replace MDE heat exchanger flange piece. Component has wasted through due to galvanic action and leaks excessive amounts of seawater to the bilge.

Provide proof of 2 hour alcohol testing procedures in the event of a SMI or purchase alco testing kits.

Purchase and install a new CG approved weak link for lifefloat to comply with 46CFR 180.130(a)(1).

Replace First Aid kit with USCG approved kit or re-supply iaw 46 CFR 160.041.

LABEL BOTH BILGE HIGH WATER ALARMS AT THE OPERATING STATION.

REPLACE GRAB LINES ON BOTH LIFE FLOATS DUE TO DETERIORATION.

PROVIDE PROOF OF ENROLLMENT IN DRUG TESTING PROGRAM.

Post stability letter.

Install two B2 fire extinguishers.

Provide bell.

Provide drug monitoring program information.

REPLACE CUTLESS BEARING ON SHAFT.

ENSURE CERTIFICATE OF DOCUMENTATION IS PROPERLY ENDORSED WITH "COASTWISE" ENDORSEMENT.

RENEW PFD DONNING PLACARD.

PROVIDE PROPER MARKINGS FOR EMERGENCY FUEL SHUTOFFS.

FPROVIDE USCG APPROVED HOSE FOR FUEL VENT.

PROVIDE 2 PADDLES FOR EACH LIFE FLOAT.

PROVIDE UP-TO-DATE CHART.

PROVIDE 1 ADDITIONAL CHILD PFD.

PROVIDE GROUND BETWEEN FUEL FILL AND FUEL TANK.
