Vessel submitted electrical plans for galley upgrades to MSC and is under review. Vessel cannot use new galley equipment until final approval from MSC.

Received correspondence from MSC regarding vessel's stability. Vessel is authorized to have a one time trip with no passengers to return to home port; until stability is approved by MSC.

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Vessel's alcohol testing packets expired 31May24. Provide marine inspector with valid alcohol testing equipment.

In addition to meeting § 180.130, each life float and buoyant apparatus must be stowed as required under this section,(b) The float-free link required by § 180.130(a)(1) must be:(1) Certified to meet § 160.073 in subchapter Q of this chapter, or other standard specified by the Commandant;(2) Of proper strength for the size of the life float or buoyant apparatus as indicated on its identification tag; and(3) Secured to the painter at one end and to the vessel on the other end. Vessel's lifefloat float-free link was missing identification marking. Provide a float-free link sized IAW 46 CFR 160.073-10 and marked IAW 46 CFR 160.073-20 to the satisfaction of the attending marine inspector.

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. The vessel was found with an expired Certificate of Documentation. Provide current certificate on board.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. Vessel was missing the preventative maintenance plan required by NVIC 02-16. Provide rigging inventory and maintenance plan.

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. (2) All alcohol testing devices used to meet the requirements of this part must be currently listed on either the Conforming Products List (CPL) titled “Modal Specifications for Devices To Measure Breath Alcohol” or “Conforming Products List of Screening Devices To Measure Alcohol in Bodily Fluids,” which are published periodically in the Federal Register by National Highway Traffic Safety Administration (NHTSA). Vessel did not have DOT approved alcohol testing devices on board. Provide DOT approved alcohol testing devices.

Fire extinguishing equipment installed on a vessel in excess of the requirements of §§ 181.400 and 181.500 must be designed, constructed, installed, and maintained in accordance with a recognized industry standard acceptable to the Commandant (CG–ENG–4). A pre-engineered fixed gas fire extinguishing system must: (1) Be approved by the Commandant; (2) Be capable of manual actuation from outside the space in addition to automatic actuation by a heat detector. Installed Fireboy pre-engineered system (in excess of requirements) is not capable of manual activation. Provide manual activation capability.

All vessels with overnight accommodations must be equipped with a general alarm system. The public address system required by § 184.610 of this chapter may be used to sound the general alarm signal. The vessel was not fitted with a dedicated general alarm, and the public address system was not capable of sounding a general alarm signal. Provide general alarm.

There must be a means of accurately determining the amount of fuel in each fuel tank either by sounding, through a separate sounding pipe or a fill pipe, or by an installed marine type fuel gauge. Vessel's fuel tanks are not able to be sounded and are not equipped with a gauge. Provide means to accurately determine the amount of fuel in each fuel tank prior to 08JUN2023.

(b) Except as allowed by paragraph (d) of this section, each vessel constructed of a material other than wood certificated to operate on a limited coastwise route in cold water must be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. (c) Except as allowed by paragraph (e) of this section, each vessel certificated to operate on a limited coastwise route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. (d) Each vessel certificated to operate on a limited coastwise route within three miles of land in cold water must be provided with the survival craft required by § 180.204(d). Vessel carries two (2) life floats with a total capacity of 35 persons. Vessel is limited to the carriage of thirty-five (35) total persons while operating in cold water. Cold water is defined as January 1st - February 28th, and March 1st - May 31st when operating north of a line drawn 225 degrees true from the San Mateo Point Light at latitude 33-23 North. Total persons on board may be increased to sixty (60) persons when operating within three (3) miles of land.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. First aid kit provided was not approved under 160.041.

Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. These stops may be structural or internal to the main steering gear. Provide rudder stops prior to completion of next dry dock.

Provide documentataion that mattresses comply with 46CFR177.405(g).
