Except where specifically stated otherwise, an existing vessel must comply with the intact stability and seaworthiness regulations which were applicable to the vessel on March 10, 1996, or, as an alternative, the vessel may comply with the regulations in this part. A Simplified Stability Test was completed on 30 October, 2025. The [name withheld], has determined the test to be insufficient to demonstrate adequate stability. Vessel owner/representative is required to demonstrate stability by calculations, by re-performing a Simplified Stability Test OR Dead-Weight Survey by an authorized party, prior to carrying more than six passengers for hire.

A vessel must be in the condition specified in this paragraph when a simplified stability proof test is preformed. Vessel failed a simplified stability test. Passenger count will be limited to a max of 6 passengers until a new stability test is conducted with satisfactory results. You have until OCT 31st, 2025 to either make repairs to your vessel and conduct a new stability test or surrender your COI.

Vessel is required to have 3 red flares and 3 orange flares. 3 red flares had expired and busting apart. Replace 3 red flares.

Vessel is required to have an updated first aid kit. First aid kit was found with several expired items. Must update first aid kit.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel owner stated MDE overheated while conducting normal operations. Show proof that MDE is operating as designed and provide findings/tech report to the attending [name withheld] vessel needs to be trailered, owner is authorized a one time transit without passengers to haul vessel. 46 CFR 182.200

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull. Vessel self reported propulsion failure. Vessel my provide adequate propulsion for the vessel prior to resuming operations.46 CFR 182.200

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; vessels bilge pump wiring under console had multiple connectors. Replace 14 gauge marine wiring to original condition.

The lights prescribed by these Rules shall, if carried, also be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary. Vessels all around white light is dimmed. Replace light with new in-kind equipment.

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificte of Inspection. Vessel did not have a valid COI onboard during annual inspection.

A portable hand bilge pump must be capable of pumping water. Vessels hand pump was inoperable. Provide hand pump.

A vessel must carry adequate pubs and charts. Vessel is missing light list and coast pilot. Provide proof that documents are on board.

The number and identification of the items stowed inside, and their sizes must be marked. Port and STBD child fife jackets and overhead adult must be marked.

Each placard must notify the reader of the operating requirements. Vessel is missing oil placard. Post placard on vessel.

Replace the 40 B:C fire extinguisher ivo helm (gauge indicated under pressure).

The vessels first aid kit was water logged and contents were damaged.

Replace ring buoy and line which was damaged.

Install missing PFD donning placard.

Provide record of drill log and conduct drills. Keep log records onboard vessel.

MDE overheaded due to possible tube bundle crack and cracked exhaust manifold (one piece). Replace with new.

Owner reported overheat on the vessels main engine, during passenger operations. Determine cause of failure, make proper repairs and carry out operational testing. Prior to carriage of passengers.

Repair / reconfigure remote fuel shutoffs and demonstrate operation.
