Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. The vessel was due for inspection no later than 04 June. The vessel is unable to carry passengers until successful completion of an annual inspection, currently scheduled on 18JUNE2024.

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. During inspection, floating light was inoperable. Vessel limited to daylight operations only until repaired or replaced. 46 CFR 180.70(d)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel uses Hydrostatic Release Unit for float free arrangement. During inspection, unit was expired. Vessel limited to within 3 NM of coastline. 46 CFR 180.64

(Shutoff valves) If the handle to the shutoff valve at the tank is located inside the machinery space, it must be located so that the operator does not have to reach more than 300 millimeters (12 inches) into the machinery space and the valve handle must be shielded from flames by the same material the hull is constructed of, or some noncombustible material. During inspection, there was a gap in the shielding. 46 CFR 182.455(b)(4)

Except as provided in paragraph (c) of this section, a vessel must be provided with an auxiliary means of steering. During inspection operator could not open deck port to access emergency steering. 46 CFR 182.620(a)

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel has gone past 3 months from anniversary date without scheduling an annual inspection. 46 CFR 176.500(b)(1)

Unless otherwise specified, vessel owners must pay the fees required by this subpart before inspection or examination services are provided. Vessel is overdue for 2021 fees and is in collection status. Ensure payment of fees prior to next inspection. 46 CFR 2.10-20(a)

A pre-engineered fixed gas fire extinguishing system must: Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space; and be installed in accordance with the manufacturer's instructions. During inspection, pre-engineered fire extinguishing system did not shut down engine. 46 CFR 181.420(a)(2) and (4)

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Starboard shutoff valve is missing handle. Aft shutoff valve handle has broken and is no longer connected to valve. 46 CFR 182.455(b)(4)

Chemical testing of personnel must be conducted as required by this subpart and in accordance with the procedures detailed in 49 CFR 40. During inspection, operator could not provide list of employees enrolled in Company Drug and Alcohol Testing Program. 46 CFR 16.201(a)

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. 46 CFR 184.502; 47 CFR 80.903

For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include, but need not be limited to— (1) Training in the use and location of firefighting equipment and general firefighting knowledge, including: (i) Location of firefighting appliances and emergency escape routes; (ii) Types and sources of ignition; (iii) Flammable materials, fire hazards and spread of fire; (iv) The need for constant vigilance; (v) Actions to be taken on board; (vi) Fire and smoke detection and automatic systems on board; and (vii) Classification of fire and applicable extinguishing agents. (2) The drills required by § 185.524, including fire location and fire type; and (3) Emergency egress training for each member of the crew, to occur for all members of the crew— (i) At least monthly while such members are employed on board the vessels; and (ii) Each time a crew member joins the crew of such vessel. (c) Training conducted on a sister vessel may be considered equivalent to the initial, monthly, and quarterly training requirements contained in paragraphs (a) and (b) of this section. (d) Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information.Date of the training;General description of the training topics. 46 CFR 185.420

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Drydock was due 30SEP2022. Complete credit drydock prior to carriage of passengers.

Each ring life buoy on a vessel must: If on a vessel on an oceans or coastwise route, be orange in color. Vessel has a white life ring.

Each small battery must be located in a well ventilated space and protected from falling objects. Vessel has batteries that have exposed terminals. Cover terminals so that accidental contact between terminals cannot be made.

A vessel on an ocean, coastwise, limited coastwise, or Great Lakes route must carry six hand red flare distress signals and six hand orange smoke distress signals approved in accordance with 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel doesn't have required number of flares aboard. Add required amount of flares

Portable and semi-portable extinguishers must be inspected and maintained IAW NFPA 10, which includes routine inspection and annual servicing by an approved facility. The owner or operator must provide satisfactory evidence of the required servicing to the marine inspector. Missing service receipts. Provide records of service.

Alcohol testing. The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Missing test strips. Provide test strips to vessel.

Provision must be made for closing all supply duct cowl or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Missing dampers. Provide dampers.

Make proper repairs to main diesel engine prior to carrying passengers.
