A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Vessel reported to [name withheld], of RPM fluctuations on the main diesel engines. Vessel secured the port generator which brought both main diesel engines offline. Vessel was unable to restart main diesel engines and required tow assist from nearby vessel to Mackinaw City, [name withheld] indicated that the vessel ran out of fuel during last transit into Mackinaw City. Vessel refueled and tested all machinery. Master intends to revise company procedures to ensure all vessel captains top off fuel tanks prior to end of shifts.
