Each towing vessel must be maintained and operated so as to minimize fire hazards and to ensure the following: All bilges and void spaces are kept free from accumulation of combustible and flammable materials and liquids insofar as practicable. During the inspection, an excessive amount of oil was found in the engine compartments due to a recent oil change of the engines. Vessel must remove excessive oil and ensure the bilges remain free of accumulation of flammable material.

Unless otherwise specified, all lifesaving equipment must be approved by the Commandant unde rthe approval series specified in each section. Vessel was found to be carrying road flares as their day and night visual distress signals instead of Coast Guard approved visual distress signals. Vessel must carry the required visual distress signals that have the proper Coast Guard approval under 46 CFR 160.
