being serviced and there is no primary lifesaving onboard

installed. This CG-835 will remain in effect until such
time that the vessel is able to prove satisfactory
primary lifesaving.

found not serviceable, vessel was short 02 adult life
jackets required by the vessel's COI. Vessel's COI
requires 44 adult life jackets, but currently only has
42. When vessel is operating on a Coastwise route,
vessel may only allow a total of 42 persons, not 44,
until vessel acquires 02 more satisfactory life jackets.

3 months before or after each anniversary date. vessel
is currently outside its 3 month anniversary date for
its annual inspection, technically making the vessel’s
COI invalid. This annual inspection will need to be
completed prior to resuming commercial service under its
current COI. Reconsideration is being made due to
availability of dry-dock scheduling, and crew emergency.
This reconsideration is made this one time due to these
circumstances. To avoid future enforcement, all efforts
should be made by the vessel to complete its required
annual inspection within 3 months before or after its
COI anniversary date of 19 October.
