A hatch exposed to the weather must be watertight. A hatch cover must have securing devices and be attached to th hatch frame to prevent its loss. The watertight hatch leading into the accommodation space from the aft deck has a loose upper dog and does not fully seal. It does not meet its intended purpose of being watertight. Repair the dog on the door so that the hatch is watertight.

A vessel must carry one floating waterlight, unless it is limited to daytime operation. The battery for light on the life ring was found to be past its expiration date. The battery was replaced with a valid battery on scene by the operator.

At each initial and subsequent inspection the own shall be prepared to conduct tests and have the equipment ready for inspection, including the following: Inspection of each hysrostatic release unit to determine that it is in compliance with servicing and usage requirements of 185.740 of this chapter. The EPIRB was found to have an expired hydrostatic release installed. This was replaced on scene with a valid hydrostatic release by the vessel operator.

Marine Inspectors observed water accumulation in the fore-peak. Perform maintenance on the watertight hatch. Prove proper operation to a Marine Inspector.
