Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space including fuel tanks, and may require the vessel to be drydocked or taken out of service to assess the extent of the damage, and to effect permanent repairs. The OCMI may also decrease the drydock examination intervals to monitor the vessel's structural condition. Engine compartment #2 and #3 overhead transverse members were found with significant rot, compromising structural integrity of each member. 46 CFR 176.600(d)

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed. Leak identified on tail shaft seal. 46 CFR 182.05-1(a) OLD T

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: A positive shutoff valve is installed at the hull penetration. Vessel's port side, midship overboard discharge piping missing positive shutoff valve at hull penetration. All remaining shutoff valves found frozen in open position. 46 CFR 182.520(e)

On or before March 11, 1999, an existing vessel must comply with the bilge high level alarm requirements in § 182.530. Port side, midship float switch light inoperable. Centerline, aft float switch (directly behind engine) audible alarm inoperable. 46 CFR 182.115(d)

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16) (incorporated by reference; see 46 CFR 175.600). 08 PFDs need new Type I retroreflective material. 46 CFR 185.604(h)

All wiring and cables shall be suitable for marine service and for the particular installation used. Multiple cables found with no terminal fittings and exposed to the elements. 46 CFR 183.10-20(a) OLD T

Fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: (1) Date of the drill and training; and (2) General description of the drill scenario and training topics. Vessel missing evidence of completed fire fighting drills. 46 CFR 185.520(f)

A pre-engineered fixed gas fire extinguishing system must: (1) Be approved by the Commandant; (2) Be capable of manual actuation from outside the space in addition to automatic actuation by a heat detector; (3) Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space; and (4) Be installed in accordance with the manufacturer's instructions. When tested, the propulsion engine did not shut down.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. During the test of operation, a substantial exhaust leak was noted in the vicinity of the exhaust manifold.

[Magnetic Compass Requirement] Except on a vessel limited to daytime operations, the compass must be illuminated. The magnetic compass did not have a light.

During the examination all accessible parts of the vessel's underwater body and all through hull fittings, including the hull plating and planking, appendages, propellers, shafts, bearings, rudders, sea chests, sea valves, and sea strainers shall be made available for examination. The following observations were made: External of hull: 1. Stern plywood above the waterline saturated and needs replacing. 2. Propulsion assembly: Replace timber connecting rudder and shaft strut to vessel with Longleaf Yellow Pine suitable for marine use. 3. Port and starboard structural members surrounding propulsion inset, FRP removal required for further inspection. 4. Port quarter, about a 12in X 6in section of FRP already removed, FRP removal required for further inspection. 5. Port and starboard bows where decking connects to hull, FRP removal required for further inspection. 6. Bow of passenger deck, caulking present, FRP removal required for further inspection. 7. Starboard side amidships, crack in FRP, FRP removal required for further inspection. 8. Through-hull strainer fouled and needs cleaning. Internals of hull: 9. Forward compartment bilge clamp requires cut out, scarfing and refastening. 10. Port quarter beneath cabin transverse 2x4 requires replacing. 11. First compartment forward of engine port side; Second compartment forward of engine starboard side, outboard; engine compartment port and starboard side: Angel hair, clean and treat. 12. Aft starboard quarter on outboard side, 2x4 requires replacing. Decking: 13. Decking around bow and stern hatches cut out and replaced. To be rectified by completion of drydock.

Any vessel of at least 5 net tons which engages in coastwise trade must have a COD. Vessel did not have a current COD on the vessel.

Except as provided otherwise in this subpart, all electrical equipment including motors, generators, controllers, distribution panels, etc., shall be dripproof protected. The wiring for the bridge console was not dripproof protected.

Each ring life buoy with a floating waterlight must have a lanyard of at least 3 feet in length, but not more than 6 feet. Vessel did not have the lanyard in service at the time of the inspection.

Vessel required to have means of testing for alcohol within two hours. Vessel did not have DOT approved alcohol test strips on the vessel.

Vessels constructed of wood must provide bilge level alarms in all watertight compartments. Prove proper operation of forward high water alarm with correct wiring arrangement. Conduct one round of the space per trip until rectified.

Any vessel of at least 5 net tons engaged on the navigable waters of the U.S. must have a COD bearing a valid endorsement for the activity in which engaged. Vessel has current COD, prove it is onboard vessel.

Show proper operation of Fireboy system's ability to shut down engine when activated.

Replace expired items in first-aid kit.

Show proof of current enrollment of employees.

Provide reflective tape on life ring to repair/replace worn out tape. Cite: 46 CFR 185.604(i)

Provide reflective tap on life jackets where tape is worn/dull on adult & child. Cite: 46 CFR 185.604(h)

Replace fire extinguisher without label or get new label from manufacturer for same model. Cite: 46 CFR 181.500(a)
