03 - Water/Weathertight Conditions › N/A - No Subsystem › Scuppers, inlets and discharges
Issued 25 March 2025
Resolved
Any piping system that penetrates the hull below the waterline must be fitted with an accessible valve, located as close to the hull penetration as is practicable, for preventing the accidental admission of water into the vessel either through such pipes or in the event of a fracture of such pipe. The isolation valve installed at the overboard discharge piping was installed outboard inboard between a check valve and flexible hose connected to the MSD. Vessel shall properly install the isolation valve to prevent accidental admission of water if the hard and flexible piping fails prior to departure to the satisfaction of the MI.
Condition: Improper Installation
Action required: 17 - Rectify deficiencies prior to departure
Resolved 27 March 2025
Resolution: Received satisfactory objective evidence that vessel installed the isolation valve in the MSD system.

o stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. There was no remote fuel shut off valve installed in the piping leaving the starboard side fuel tank. Vessel shall install a remote fuel shut off valve prior to departure to the satisfaction of the MI.
Condition: Placed in Improper Service
Action required: 17 - Rectify deficiencies prior to departure
Resolved 27 March 2025
Resolution: Received satisfactory objective evidence that vessel installed remote fuel shut off valve for the starboard side fuel tank.

Issued 25 March 2025
Resolved
Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The generator switchboard interlock was inoperable, allowing both generators to run at the same time without parallel safety features. Vessel shall properly install interlock prior to departure to the satisfaction of the MI.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure
Resolved 27 March 2025
Resolution: Received satisfactory objective evidence that vessel installed new generator switchboard interlock.

Issued 25 March 2025
Resolved
A towing vessel that is… Certificated for limited coastwise… whose contract for construction was executed prior to August 27, 2003… must be equipped with either… An approved 160-B semi-portable fire-extinguishing system to protect the engine room or fixed fire-extinguishing system installed to protect the engine room…The vessels chosen option, 160-B, was not installed in a location that would allow the hose to reach anywhere in the engine space, with the exception of the
bottom of the ladderway. Vessel shall install the 160-B in a location that is compliance with 46CFR142.230(e) and can reach all areas in the engine space to facilitate extinguishing of a fire prior to departure to the satisfaction of the MI.
Condition: Improper Installation
Action required: 17 - Rectify deficiencies prior to departure
Resolved 27 March 2025
Resolution: Received satisfactory objective evidence that vessel moved location of 160-B and can reach all areas in the engine space to facilitate extinguishing of a fire.

Issued 25 March 2025
Resolved
A towing vessel with overnight accommodations and alternating watches (shift work), when pulling, pushing or hauling alongside one or more barges, must have a system to detect when its master or mate (pilot) becomes incapacitated. The system must: Require action from the master or officer in charge of a navigational watch, during an interval not to exceed 10 minutes, in order to reset the alarm timer. The current installation of the alert system is set at 15 minute intervals. Vessel shall ensure the intervals are set to comply with regulations prior to departure to the satisfaction of the MI.
Condition: Improper Installation
Action required: 17 - Rectify deficiencies prior to departure
Resolved 27 March 2025
Resolution: Received satisfactory objective evidence that BNWAS interval was set not to exceed 10 minutes in order to reset the alarm timer.
