All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. While in engine room, observed electric bilge pump plugged into an outlet within engine room space posing an unsafe electrical condition under flooding conditions. Please provide documentation that electrical bilge pump equipment can be safely operated.
