Vessels roving watch system was inoperable. Operator was not using system due to the system not reseting if the alarm was engaged. Vessel contacted technician and talked through how to reset. Vessel was educated on how to reset the system to prevent troubles in the future and the need to use the system was discussed.46 CFR 185.410
