A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel was due for a drydock examination no later than 31AUG2022. Vessel is prohibited from carrying passengers or cargo and prohibited from departure from port until a successful drydock and internal structural examination has been completed. Vessel is directed to contact the cognizant OCMI if needed to depart port to proceed to drydocking.

A bilge pipe in a vessel of more than 19.8 meters (65 feet) in length must be not less than 40 millimeters (1.5 inches) nominal pipe size. A bilge suction must be fitted with a suitable strainer having an open area not less than three times the area of the bilge pipe. The bilge foot and strainer in the #2 compartment was found disconnected. Repair bilge foot/strainer.

Vent pipes terminating on the hull exterior must be installed or equipped to prevent the accidental contamination of the fuel by water under normal operating conditions. The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The port fuel vent bell was found wasted in way of the flame screen support.

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include - (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. Vessel was found with the sewage overboard discharge valve from the MSD tank located in the #2 compartment in the open position. Close and secure the valve using one of the listed methods.
