Vessel is restricted from carrying passengers until COI has been issued to the vessel.

Replace broken strainer in way of the raw water intake for the main engine cooling located on the port side, bottom. The existing strainer was holed and would not prevent the passage of debris into the vessel's main engine cooling system prior to credit for dry dock.

Remove the valve or open up the raw water cooling system for visual inspection of the sea valve for the main engine cooling water intake prior to credit for dry dock.

Remove all water and debris from the engine room bilge and ensure the bilge is clean, dry and available for Coast Guard inspection prior to credit for dry dock.

The structure surrounding the toilet closet on the forward part of the bow was wasted at the bottom on all four corners due to water accumulation. Either remove all the rotten wood or scarf in new wood.

Remove dead end wiring previously serving the transducer located in the #1 starboard side wing void. Crew stated the transducer is no longer in service. Any wires that are currently not in service but may be used in the future may remain. Any wire that is no longer needed and all dead end wires must be removed from the source.

Unless otherwise specified, vessel owners must pay the fees required by this subpart before inspection or examination services are provided in accordance with 46 CFR 2.10-20(a). Vessel inspection user fees are not paid for inspection year 2022. Pay all user fees and provide documentary proof that payment was submitted before any further inspection or examination services are provided to the satisfaction of an attending Coast Guard Marine Inspector. 46 CFR 2.10-20(a)

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. The Certificate of Documentation currently being used by this vessel is expired and is also documented in the name of the previous owner. Apply for a new Certificate of Documentation under the current owner to the satisfaction of an attending Coast Guard Marine Inspector prior to July 08, 2022.

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16) (incorporated by reference; see 46 CFR 175.600). Replace 5 retroreflective material on five lifejackets. 46CFR185.604(h)

No marine employer shall engage or employ any individual to serve as a crew member unless the individual passes a chemical test for dangerous drugs for that employer as required by 46 CFR 16.210. During a review of the Marine Employers drug testing records on board, there were several persons identified that have been serving in safety sensitive positions on board without submitting to a pre-employment chemical test. Provide documentation that all individuals that have been identified have submitted to and received a negative test result for the pre-employment drug test and that each individual is enrolled in a random chemical testing program with his current employer to the satisfaction of an attending Coast Guard Marine Inspector prior to July 8, 2022.

Each vessel must have a Communications Act, Safety Radiotelephony Certificate as a result of a survey of all communications equipment on board in accordance with 47 CFR 80.59. The vessel either could not produce a Safety Radio Telephony Certificate or the Certificate onboard was invalid because ownership of the vessel changed. Submit to a Communications Act survey and obtain a new Communications Act, Safety Radio Telephony Certificate to the satisfaction of an attending Coast Guard Marine Inspector prior to July 8, 2022.

Make repairs and properly install emergency fuel shut offs in way of spare starboard fuel tanks as discussed to ensure flow of fuel is completely secured in the event of an emergency. Demonstrate proper operation of the fuel shutoffs to the satisfaction of an attending Coast Guard Marine Inspector. 46 CFR 182.455(b(4)

Unless otherwise specified in description or Action Code, The vessel will be restricted from carrying passengers after July 8th, 2022 if the defs issued on June 8th 2022 have not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR176.107(c)

Bilge high water indication light is not working.

Pre-engineered fire suppression system activation light is inoperative. Audible and visual alarms need to be tested/inspected by a certified technician and satisfactory operation demonstrated.

Additionally, provided the approved electrical drawings and explained in person: 3.Owner must return the vessel to the approved plan installation or submit for approval of electrical installation plans utilizing MTN.01-03.CH-2 and PRG.E2-23.2021.05.26.Electrical Plans (Attached) to the Marine Safety Center (MSC). The vessel will be restricted from carrying passengers after 18JUN2022 if the plans are not submitted to MSC by that date. Upon approval of plans, the local Coast Guard inspectors will verify the workmanship and the installation matches what is on the plan to the satisfaction of the attending Coast Guard Marine Inspector.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. 14 lifejackets were found to be in not serviceable condition. Therefore, they were destroyed and removed from the vessel.

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. 46CFR 185.608 Fuel shutoff valves. Markings for Port and Starboard are not present. The vessel will be restricted from carrying passengers after July 29, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 28JUL2020 Update: Extended until MSU comes to a decision on Special Consideration Requested by O/O on 12JUL2020.

27JUL2020 Update: Extended until MSU comes to a decision on Special Consideration Request. 29JUN2020: A pre-engineered fixed gas fire extinguishing system must Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space. Engine does not automatically shut down. 181.420 (a)(3) Pre-engineered fixed gas fire extinguishing systems. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. Valve handle is not secured by a nut. 182.455(b)(4) The vessel will be restricted from carrying passengers after July 13, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Pipes used for wet exhaust lines must be Schedule 80 or corrosion-resistant material and adequately protected from mechanical damage and Exhaust gas must not leak from the piping or any connections. 182.430 Engine exhaust pipe installation. The vessel will be restricted from carrying passengers after July 29, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. There are three holes in the engine room that will allow for the escape of fixed gas extinguishing system. 46CFR182.465(h) and 46CFR181.115(b) . The vessel will be restricted from carrying passengers after July 29, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels has three dead end wires in engine room and does not meet the standard of minimizing accidental contact with electrical installations per 46CFR183.200(c) . The vessel will be restricted from carrying passengers after July 13, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessel must identify and repair source of oil leaks that is leading to an excessive accumulation of oil in the vessels bilges as required by 46CFR176.830(b)(2). After the source is repaired, vessel must clean bilges and replace discharge hose to the electrical submersible pump to prevent accidental discharge of oily mixtures. Vessel representatives must ensure that oily mixtures are retained on board in the vessels bilges and only discharged to a reception facility as described in 33CFR155.330, this will be facilitated by disabling the automatic feature on your electrical submersible pump. The vessel is restricted from carrying passengers until corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels nonmetallic fuel hose forward engine room is degraded and does not meet minimum standard as described in 46CFR182.20-40 (a)(2)(ii). The vessel will be restricted from carrying passengers until corrected to the satisfaction of an attending Coast Guard Marine Inspector

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations as required by 46CFR182.200(a). Red Clutch cable is degraded and at risk of failure. The vessel will be restricted from carrying passengers until corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels wet exhaust forward starboard side is not double clamped and does not meet minimum standard as described in 46 CFR 182.430(e). The vessel will be restricted from carrying passengers after April 8th, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessel is utilizing unapproved pressure wire connectors in the forward starboard side engine room and does not meet minimum standard of splices shall be made by a insulated pressure wire connector as required by 46CFR183.05-50(b)(2). The vessel will be restricted from carrying passengers after April 8th, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. There are multiple hole in the engine room that will allow for the escape of fixed gas extinguishing system. 46CFR182.465(h) and 46CFR181.115(b) . The vessel will be restricted from carrying passengers after April 8th, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

The vessel currently is utilizing an all around light (single bulb) for the port and starboard running lights. The vessel measures over 12 meters (39.4 feet) and therefore can not use the single, combination light in accordance with the Navigation Rules and Regulations Handbook, Rule 21(b). Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

The stern light is mounted horizontally and does not meet the visibility requirements in accordance with the Navigation Rules and Regulations Handbook, Rule 22(b). Properly mount the stern light in a vertical position. Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Provide a current FCC Communications Act Safety Radiotelephony Certificate in accordance with 47 CFR 80.411. Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Provide basic first aid and CPR training and certification in accordance with the guidelines for deckhand training found in NVIC 1-91. At least one member of the crew must be current in their certifications. Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Provide all current nautical publications in accordance with 46 CFR 184.420. Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Conduct training and complete drills for all emergency situations in accordance with 46 CFR 185.520 and 185.524. The record of the training and drills must be maintained and available at all times to the Coast Guard for inspection and review and must include the date of the drill and a brief description of the scenario Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Provide an emergency broadcast placard and post near the VHF radio in accordance with 46 CFR 184.506. Corrective action must be taken and acceptable to an attending Coast Guard Marine Inspector no later than July 24, 2019.

Prior to carrying passengers, repair and demonstrate proper operation of the bilge high level alarm, both visual and audible in accordance with 46 CFR 182.530 to the satisfaction of an attending Coast Guard Marine Inspector.

Provide retro reflective tape for 7 type I life jackets. In addition provide 4 additional adult life jackets to make a total of 44 adult type I PFD's in accordance with the vessels Certificate of Inspection and in accordance with 46 CFR 180.71(a) to the satisfaction of an attending Coast Guard Marine Inspector.

Prior to carrying passengers, replace and properly arrange a new battery to replace the damaged one observed in the head in accordance with 46 CFR 183.350 to the satisfaction of an attending Coast Guard Marine Inspector.

Properly mark the vessel's name on the Life Ring Buoy and affix retro-reflective material in accordance with 46 CFR 185.604(i) to the satisfaction of an attending Coast Guard Marine Inspector.

Prior to operating at night or in periods of restricted visibility, demonstrate proper operation of the stern navigation light in accordance with 33 CFR 83.23 to the satisfaction of an attending Coast Guard Marine Inspector.

Provide the original Certificate of Documentation on board in accordance with 46 CFR 67.313 to the satisfaction of an attending Coast Guard Marine Inspector.

Provide a Discharge of Oil Prohibited placard and properly post in a conspicuous place in accordance with 33 CFR 155.450 to the satisfaction of an attending Coast Guard Marine Inspector.

Demonstrate proper operation of the bilge high level visial alarm to the satisfaction of the CG MI.

DEMONSTRATE PROPER OPERATION OF MAIN PROPULSION. Battery was not charge to start main Propulsion.

PROPERLY ATTACH CORROSION RESISTANT CLIP TO THE LANYARD FOR THE WATERLIGHT.

Properly repair bottom hull areas where FRP is exposed to water as marked; stbd side amidships and port quarter above the waterline where vessel rubs during mooring.

Replace engine intake hose after sea chest.

Properly repair seized fuel cable for emergency shut-off to the fuel tank.

Repair severed stanchion on stbd side forward.
