All exposed parts of the cargo containment system above or on the deck, such as tank domes, cargo piping, and loading manifolds, must be covered by a water spray system that operates automattically in a fire involving the cargo containment system. The fuseable plug was found disconnected and the ship's crew could not provide evidence that the spray curtain would start automatically in case of a fire. The vessel is not authorized to carry oxides in U.S. waters. - 46 CFR 153.530(p)(1)
