PSCO observed a smoke machine installed in a theater compatment with air duct piping packed with towels leading through an A-60 boundary leaving a penetration in the bulkhead allowing smoke to pass. PSCO observed the following emergency lighting locations as being INOP: entrance galley on deck 5, at carpenter workshop on deck 1, on I-95 corridor, zone 5 entire section of lights on both sides. 07120 74 SOLAS (97) II-2/28.1.10

PSCO observed that on deck 1 fire door 1-92 was not properly latching. On the same deck door 1-55 in the garbage room had a broken latch. On deck 4 fire door 4.18 in the stairway did not properly latch.

In interior location passengers ships carrying more than 36 passengers fire hoses shall be connected to the hydrants at all times. PSCO observed deck 0 laundry room locker hose not connected and deck 1 garbage room hose 01-24 hoses were not connected. 07110 74 SOLAS (97) II-2/4.7.1

The staff captain for the VISION OF THE SEAS reported to the Marine Safety Unit Port Canaveral that the vessels Echo Depth Sounder is inoperable and therefore has no means of measuring water depth.

PILOT REPORTED TO THE DUTY PSCO THAT THE VESSEL EXPERIENCED AN ISSUE WITH ITS PORT SIDE PROPULSION SYSTEM, WHICH RESULTED IN A PORT SIDE LOSS OF PROPULSION; STARBOARD SIDE PROPULSION SYSTEM REMAINED FULLY OPERATIONAL.

PSCO found that the sprinkler head on stairway 43, compartment ten in way of cabins 1681-1713 and 1414-1429 was corroded and did not activate when actuated.
