Before the ship leaves port and at all items during the voyage, all life saving appliances shall be in working order and ready for immediate use. while observing the operation of the port side lifeboat, PSCO observed inability to raise lifeboat from embarkation station due to inoperable electrical controller. while attempting to re-test lowering of lifeboat, crew encountered malfunction with forward davit arm. 74SOLAS(97)III/19.2
