While underway with passengers, the main engines both experienced a reduction of RPM’s. Vessel was able to return to homeport and safely offload all passengers. While conducting troubleshooting, both engines stalled and could not be re-started. Conduct repairs and complete underway trial to the satisfaction of the attending marine inspector prior to the carriage of passengers.
