The arrangements shall ensure that the tightness can be maintained in any sea area conditions, and for this purpose test for tightness shall be required at the initial survey, and may be required at periodical surveys and at annual inspections or at more frequent intervals. Cargo ramp on top deck cargo area is not sealing properly resulting in copious amounts of water to enter the vessel causing excessive accumulation. The bottom edge of the door to the EGEN compartment was found wasted so far as there is nothing holding the door gasket in along the bottom. The corner of the space just inside the door was found to be excessively corroded at the deck and inbd/aft bukhead corner. Pinholes were found corroded through in locations. The bulkhead fire insulation in the corner of the space just inside the door was found to be wasted/damaged from standing water over time.

Where main or auxiliary machinery including pressure vessels or any parts of such machinery are subject to internal pressure and may be subject to dangerous overpressure, means shall be provided where practicable to protect against such excessive pressure. While conducting tests of the pressure relief valves on the steam plant, it was observed that all pressure gauges for both port and starboard steam plants have been out of calibration since 08 May 2020. All steam gauges must be calibrated by a third party and test the steam relief valves, in accordance with the vessel's approved test procedures.

An efficient bilge pumping system shall be provided, capable of pumping from and draining any watertight compartment. While testing the bilge system, it was observed that the bilge pump is inoperable on the anchor locker. Until repairs can be made the operator requested to use a booster pump, which was tested and verified by ABS. ABS has issued a condition of class to effect repairs within 14 days. Vessel may use the booster pump to transit from Mobile, AL to Metarie, LA, but may not go back into operation until ABS has cleared the condition of class.
