"The arrangements for the storage, distribution and utilization of oil used in pressure lubrication systems shall be such as to ensure the safety of the ship and persons on board." PSCO observed significant accumulation of lube oil in bilges beneath AUX engine No. 1 and No. 4 from undetermined source of leak. Approximately 15 gallons of oily water was removed from the bilges by the crew prior to completion of the exam with additional oily water remaining in the bilges. 74 SOLAS (97) II-2/15.3

A minimum of two inspections of the outside of the ship's bottom during any five years period at an interval between any two inspections shall not exceed 36 months. The vessel's dry-docks are as follows: June 2010, April 2013, and April 2016. In a twice in five scheme, the April 2016 dry-dock should have been in June 2015 in accordance with IMO Resolution A.1104. SOLAS(14) I.45.10(a)(v) 10c.

Resolution: Ship lapsed with it's survey of the bottom of the hull which was due June 2015. Ship eventually had it done during their dry-dock April 2016.
