When operating a vessel on a body of water where the discharge of treated or untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3 or 140.4, the operator must secure each Type I or Type II device in a manner which prevents discharge of treated or untreated sewage. Acceptable methods of securing the device include—(1) Closing the seacock and removing the handle;(2) Padlocking the seacock in the closed position;(3) Using a non-releasable wire-tie to hold the seacock in the closed position; or(4) Locking the door to the space enclosing the toilets with a padlock or door handle key lock. MI observed a type II MSD installed onboard with no capability to hold sewage. Vessel only in a no discharge zone. 705: Vessel is required to secure onboard toilets making them inaccessible for use. Submit plan for installation of a type III Marine Sanitation Device and install to the satisfaction of USCG.

Each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. MI observed the life float to in a condition deemed no longer servicable.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. MI observed a faceplate missing from an electrical receptacle in the overhead of the tank room.

Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. MI observed 02 waste receptacles that were of combustible material.

Vessel had an expired COD on board. MISLE indicated that the vessel has a valid COD. Owner/Operator could not produce a valid COD during the inspection. 46CFR67.313

No proof on board of crew members being enrolled in DAPI consortium. Proof needs to be provided of valid program. 46CFR16.230

Dead end wires are present in the engine room: in the old bilge pump and on engine gauge panel. Safety cap needs be placed on the ends. 46CFR183.200

Radio Station Certificate is expired and needs to be up to date.

There is excessive amounts of oil on the drip pans in the engine room and they need to be cleaned out. 46CFR182.100

Wiring in the engine room is not supported with metal supports.

Engine cooling system was modified from its original design and therefore it must meet the requirements for 46cfr182.720. Piping is pvc material. Replace piping with approved non-metallic hose or change back to original design.

Exhaust system on both main engines are leaking exhaust and water. Repair to satisfaction of marine inspectors. 46CFR182.430(b)

Multiple wires in tank room found with non mechanical fittings. Wires in Saloon in aft port corner of the overhead has non mechanical fittings. Replace with mechanically secure fittings.

Life jackets stowed below main deck. Relocate life jackets.

Fuel shut off valves are not labeled.

Fuel pump on generator is leaking fuel and needs to be repaired or replaced. Generator is not to be used while passengers are on board.

Floating ring buoy light does not have correct battery.

Properly terminate dead end wires in engine room, main deck, and tank room.

The floating waterlight attached to the life float did not flash.

Vessel used welding cable for engine starter wiring.

Courses need to be reattached on upper deck.

Vessel has conduit as part of the wiring for lighting.

Several cables and wires need to be supported with metal supports rather than zip ties.

Owner/managing failed to make vessel available for drydock examination on or before 25 November 2017.

Remove hot tub and associated wiring and equipment from vessel IAW 46CFR185.315.

Remove cooking equipment and LPG containers or have them installed in accordance with ABYC A-1, "Marine Liquefied Petroleum Gas Systems" or Chapter 6 of NFPA 302. A CG inspection will be required prior to use if installation with above standards is preferred over removal.
