Test procedure documents must be in a step-by-step or checkoff list format. Each test instruction must specify equipment status, apparatus necessary to perform the tests, safety precautions, safety control and alarm set points, the procedure to be followed, and the expected test result. Test instruction for tests to be conducted on two bilge alarms and the generator reverse power relay were missing. Additionally, the generator prime mover lube oil pressure "low" test instructions did not match the approved PSTPs test instructions. Resubmit the revised PSTPs test instructions incorporating all the changes found during testing for review and approval to MSC.

Unless one or more extensions are authorized by the Commandant (CG-CVC), each OSV must be placed in drydock or hauled out for examination twice each 5 years with no interval between examinations exceeding 3 years. The internal structural members of an OSV must be examined at the same intervals required for drydocking by paragraph (a) of this section. Vessel's drydock and internal structural exams were due 23 November 2020 as indicated on their COI dated 23 April 2018, and the vessel has not completed either exam as of 07 January 2021.
