(d) Except as provided in paragraph (f) of this section, within 60 days of the vessel's required compliance date the owner or operator shall submit the following to the OCMI that issued the vessel's current Certificate of Inspection:(1) The gauging survey results.(2) An engineering analysis signed by a registered Professional Engineer licensed by any state of the United States or the District of Columbia, or signed by a Coast Guard-approved organization, that—(i) Certifies the vessel's compliance with the minimum section modulus and plating thickness requirements of subpart 32.59 of this chapter; or(ii) Proposes structural repairs and/or modifications that will bring the vessel up to the required strength standards. Midbody gauging report with the minimum section modulus that supplied by vessel is not analyzed by a professional engineer.

Any vents, sounding tubes, and similar piping passing through such tanks shall be run in a suitable trunk; or such piping shall have a wall thickness equal to or greater than the innerbottom plating, but not less than schedule 80, and shall be welded continuously on both sides of the innerbottom plating. Number 02 cargo tank open gauge piping is not continuously welded on the inside of the inner-bottom plating of the cargo tank.

Scantlings, materials and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Barge representative reported cargo migration from #1C cargo tank into #2P wing void. Vsl discovered small amount of cargo migration from #1 Cargo tank into #2P wing void. Movement and operations restricted until proper repairs witnessed.

Insure barge is in full compliance with 46 CFR 111.105-5 and 111.105-31, in regards to cargo pump engine electrical equipment inside of hazardous (Class 1 Div 1) locations.

Prior to loading cargo make permanent repairs to #1 S wing tank void & #1 cargo tank to the satisfaction of an attending marine inspector. Before making any repairs, make this barge available to a Coast Guard marine inspector for damage survey of #1 S wing void & #1 cargo tank.

Prior to loading cargo make permanent repairs to 12"X1/4" fracture and associated internal damage at sheer strake on #1S wing void. Make repairs to the satisfaction of attending USCG inspector.

Prior to loading cargo make permanent repairs to 20"X1/2" & 16"X1/4" fractures and associated internal damage to stbd corner of bow void. Make repairs to the satisfaction of attending USCG inspector.

VESSEL PROHIBITED FROM CARRYING OIL AS DEFINED BY OPA 90 UNTIL SUCH TIME THAT AN APPROVED VESSEL RESPONSE PLAN IS PLACED ON BOARD THE VESSEL.

Restuff electrical stuffing tubes and junction box openings throughout vessel on deck.

Replace or service onboard fire extinguishers.

Prior to loading cargo hydrostatically test cargo piping.

Prior to loading cargo replace flame screens on pressure vacuum valve housings on tanks as necessary to remove and replace those painted over.

MAKE AND MAINTAIN TEMPORARY REPAIRS TO 15" FRACTURE TO SIDE SHELL ON DECK GUNWALE AT STARBOARD STERN TIMBERHEAD UNTIL PERMANENT REPAIRS CAN BE MADE AT NEXT GAS FREEING AND/OR PRIOR TO ASSIGNED COMPLIANCE DATE.

PROVIDE GASKETS FOR HATCHS ON NO. 1 AND 3 STBD WING TANK ACCESS OPENINGS.
