The installation of fuel lines, including pipe, tube, and hose, must comply with the requirements of this paragraph. A suitable metal marine type strainer, meeting the requirements of the engine manufacturer, must be fitted in the fuel supply line in the engine compartment. Strainers must be leak free. Strainers must be the type of opening on top for cleaning screens. A drip pan fitted with flame screen must be installed under gasoline strainers. Fuel filter and strainer bowls must be highly resistant to shattering due to mechanical impact and resistant to failure due to thermal shock. Fuel filters fitted with bowls of other than steel construction must be approved by the Commandant and be protected from mechanical damage. Approval of bowls of other than steel construction will specify if a flame shield is required. Flame screen on the generator fuel filter is missing. 46 CFR 182.455(b)(6)

A hatch cover must: (1) Have securing devices; and (2) Be attached to the hatch frame or coaming by hinges, captive chains, or other devices of substantial strength to prevent its loss. Engine room hatch cover does not have captive device. 46 CFR 179.360(b)(2)

When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. If posting is impracticable, the stability letter must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. The stability letter was not onboard the vessel. 46 CFR 176.306

The equipment required for lifefloats and buoyant apparatus must meet the following specifications: The light must be a floating waterlight approved under approval series 161.010 or other standard specified by the Commandant. The floating waterlight must be attached around the body of the life float or buoyant apparatus by a 10 mm (3/8 inch) lanyard, resistant to deterioration from ultraviolet light, and at least 5.5 meters (18 feet) in length. The light lanyards are frayed and not long enough. 46 CFR 180.175(f)(4)

If the vessel carries more than one life float or buoyant apparatus in a group with each group secured by a single painter:(3) Each life float and buoyant apparatus must be individually attached to the painter by a line meeting § 180.175(f)(3) (ii), (iii), and (iv) and long enough that each life float or buoyant apparatus can float without contacting any other life float or buoyant apparatus in the group. MI identified only 2 of the 4 lifefloat painter lines were connected to the weak link. 46 CFR 180.137(e)(3)

Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. Vessel’s life floats were found ripped due to bird activity. Vessel must repair the life floats to the satisfaction of the Marine Inspector. 46CF185.604(i)

A vessel must have one or more ring life buoys as follows: A vessel of more than 19.8 meters (65 feet) in length must carry a minimum of three life buoys of not less than 610 millimeters (24 inches) in diameter. The life buoy on the bow was found degraded. Replace the life buoy to the satisfaction of the Marine Inspector. 46CFR180.70(a)(3)

Fire hazards to be minimized. The general construction of the vessel must be such as to minimize fire hazards insofar as it is reasonable and practicable. Vessel was found with sagging and worn insulation in the engine room. Repair the insulation to the satisfaction of the Marine Inspector. 46CFR177.405(a)

A hatch exposed to the weather must be watertight. Hatches leading into the engine room that are exposed to the weather were found not watertight. Repair the hatches leading to the engine room to be able to meet the requirements of being watertight to the satisfaction of the Marine Inspector. 46CFR179.3609(a)

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. Vessel’s Fuel Oil space has 3 penetrations in the watertight bulkheads that are not properly sealed, and are now not watertight. Seal the penetrations in the fuel oil space to the satisfaction of the Marine Inspector. 46CFR179.320(a)

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated by the vessel's stability letter, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 25 millimeters (1 inch) numbers and letters at the entranceway to that deck. Vessel was missing the required maximum passengers signage as required on their top deck. Install the proper signage to the satisfaction of the Marine Inspector. 46CFR185.602(g)

Waste receptacles. Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. Vessel was found with a plastic trashcan in the main deck galley space. Remove the plastic trashcan to the satisfaction of the Marine Inspector. 46CFR177.405(f)

Equipment specifications for life floats and buoyant apparatus. The equipment required for life floats and buoyant apparatus must meet the following specifications:(2) Paddle. Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Starboard aft life float has one paddle that is not lashed. Properly lash the paddle to the satisfaction of the Marine Inspector. 46CFR180.175(f)(2)

Each rescue boat and ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. Vessels life buoys were found without retroreflective tape. Install retroreflective tape to the satisfaction of the Marine Inspector. 46CF185.604(i)

The name of the vessel must be marked or painted in clearly legible letters on each life float paddle. All paddles were found without proper vessel name markings. Mark all paddles with the vessel’s name to the satisfaction of the Marine Inspector. 46CFR185.604(g)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. Vessel was found with a broken first aid kit. Replace the first aid kit to the satisfaction of the Marine Inspector. 46CFR184.710

All griddles, broilers and deep fat fryers must be witted with a grease extraction hood in compliance 46 CFR 181.425. The Griddle in the galley is missing a grease extraction hood and must be removed or tagged out. 46 CFR 181.405(b)

Electrical equipments used in the following location must be dripproof: location exposed to wet conditions. The vessel's void space below the the galley had an electrical switch that is not dripproof. 46 CFR 183.210(a)(3)

The installation of portable fire extinguisher must be to the satisfaction of the OCMI. The vessel's two portable fire extinguishers were not mounted to a frame. 46 CFR 181.520

Vessel is inspected for compliance with standards required by this subchapter. Equipments not covered by this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Vessel's ladder to the lifefloat shall be permanently secured. 46 CFR 176.800(a)

Each item of survival craft equipment must be of a good quality and efficient for the purpose it's intended to serve. The vessel's lifefloat paddles were missing the vessel's name. 46 CFR 180.175(a)

At each subsequent inspection for certification shall be prepared to test navigational lights. Vessel's stern light was inoperable. Vessel limited to daytime operations. 46 CFR 176.816

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of lifesaving equipment and systems.Lifefloats on board are no longer in serviceable condition. Vessel is limited to 1NM from shore until replacement is made.

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including testing of each firehose to a test pressure equivalent to its maximum service pressure. Firehose on aft main deck sustained multiple punctures and is no longer serviceable.

Survival craft equipment. The floating waterlight must be attached around the body of the life float or buoyant apparatus. Re-rig waterlight line. 46 CFR 180.75 (f) (4)

Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. Repair damaged life floats on starboard side. 46 CFR 180.75 (a)

A bilge suction must be fitted with a suitable strainer having an open area not less than three times the area of the bilge pipe. Discovered no bilge strainer present in the #2 compartment. 46 CFR 182.510 (b)

The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Vessel listed rescue boats in emergency instructions when not one is utilized onboard.46 CFR 185.510(b)

At each vessel inspection all observed unsafe practices must be corrected. Unsecured oxygen bottle discovered in the pilot house. 46 CFR 176.830(a)

There shall be aspirin, ammonia inhalant, iodine applicators, and eye wash in the first-aid kit. Expired aspirin, ammonia inhalants, iodine, and eyewash in first-aid kit. 46 CFR 184.710 & 46 CFR 160.041

Man overboard drills shall be logged for review by the Coast Guard upon request. The drill entry shall include date of the drill and training and general description of the drill scenario and training topics. No documented MOB drills onboard. 46 CFR 185.520(f)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. No updated charts onboard. 46 CFR 184.420

As appropriate for the intended voyage, a vessel must carry an adequate and up-to-date Coast Guard Light List. No updated light list onboard. 46 CFR121.420(a)(3)

Each ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Worn labeling identified on ring buoy. 46 CFR 185.604(b)

Each distribution terminal part of a conductor must be made within an enclosure. A hot lead (indication by "Circuit Alert GB" non contact voltage detector) was found about 4" above the main power panel while vessel was plugged into shore power (panel interlock sat, in shore power position).

Electrical equipment on a vessel must be installed and maintained to provide services necessary to safety under normal and emergency conditions, and progect passengers, crew, other persons and the vessel from electrical hazards. Portable water sump pump was found used as galley grey water transfer and storage pump using extension cords.

Several "y" and butt splices were found in 110V AC electric wire and several unused runs of 110V AC electric wire found in vicinity of galley service space entry ladder.

Protection from wet and corrosive environments. Electrical equipment on a vessel must be installed and maintained to provide services necessary to safety under normal and emergency conditions. 12 V sensor connection at fuel tank (fuel tank space) and two 12 V connections - one open and unused, one with twist locks at 12V bilge pump near bilge level (centerline galley services space).

Lifesaving equipment markings. The number and identification of the items stowed inside, and their sizes, must be marked clearly in legible letters and numbers on each container for life jackets. Letters and numbers must be two inches high, symbols four inches square. PFD storage was not marked, and is inside of open deck furniture.

Stowage of lifejackets. Each child life jackeet must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Childrens PFD's were stored in open deck furniture, not marked and mixed with adult PFD's.

Procure new life-float weak link with proper documentation.
