A drydock examination conducted in compliance with § 176.600 must be conducted while the vessel is hauled out of the water or placed in a drydock or slipway. During the examination all accessible parts of the vessel's underwater body and all through hull fittings, including the hull plating and planking, appendages, propellers, shafts, bearings, rudders, sea chests, sea valves, and sea strainers shall be made available for examination. Vessel must complete proper fiber glass repairs to the starboard corner prior to the carriage of passengers and prior to credit drydock. 46 CFR 176.610 (a)

System design and installation must be in accordance with the Marine Design, Installation, Operation, and Maintenance Manual approved for the system by the Commandant. Vessel must complete proper repairs to the CO2 pull cable pipe in the starboard engine room prior to the carriage of passengers. 46 CFR 181.410 (a)(3)

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a). The fixed power bilge pump shall be self-priming and may be driven off the main engine or other source of power. It shall be permanently connected to the bilge main and may also be connected to the fire main. If of sufficient capacity the power bilge pump may also serve as a fire pump. Primary fixed bilge pump was found inoperable and unable to de-water any compartment. Demonstrate proper operation of bilge pump for de-watering all compartments to attending Marine Inspector. OLD T: 46 CFR 182.25-10(a)

Electric lighting and power cable shall not be allowed to carry a continuous current in excess of the or maximum current capacities listed in Tables 183.10-20(c)(1) and (2); minimum conductor size is 14 American Wire Gauge (AWG). In multiple areas of the vessel undersized wires/cables were found for both A/C and D/C circuits. Locations include: (Port) forward area by mini fridge, on forward bulkhead of drink storage room, midship space under deck, (STBD) midship space under deck, electrical panel room aft bulkhead and from distribution panels. All wiring powering systems over 50volts shall be atleast 14AWG and of an approved type for marine use. OLD T: 46 CFR 183.10-20(c)(1)

All wiring and cables shall be suitable for marine service and for the particular installation used. In addition- (1) Cable must be constructed in accordance with U.S. Navy Standards, Institute of Electrical and Electronic Engineers [name withheld] 45, or be a suitable commercial grade cable, with stranded conductors, that is Underwriters Laboratories listed and rated for at least 750 C. service. Various wires and cables were found with no markings for MI to verify they are suitable for marine use; item# 2 wires. OLD T: 46 CFR 183.10-20(a)(1)

All wiring and cables shall be suitable for marine service and for the particular installation used. In addition, Flexible or portable cords such as SO, STO, and similar types cannot be used for permanently installed wiring. Portable cords were found extending the electrical circuits throughout the vessel; locations include: drink storage room, entrance to drink storage room, under bar area, in electrical panel closet. All portable cords shall be discontinued that are being used in permanent installations to extend the circuit. OLD T:46 CFR 183.10-20(a)(2)

No major repairs or alterations affecting the safety of the vessel with regard to the hull, machinery, or equipment, shall be made without the knowledge and approval of the Officer in Charge, Marine Inspection. Marine Inspector observed an unapproved A/C power receptacle with exposed face and not mounted under STBD cabinet by operating station. Alterations of vessel electrical system requires plan approval from local [name withheld] shall be removed until plans are submitted and approved. OLD T: 46 CFR 176.20-1(a)

Batteries shall be located as high above the bilge as practicable and secured against shifting with motion of the boat. Battery box in generator space was found not mounted and the box was jammed against the outer hull resulting in wires attached to battery terminals to be excessively bent. Attach battery box to prevent shifting. OLD T: 46 CFR 183.05-20(b)

All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection. Battery charging system for generator starting battery was found detached from bulkhead and in the bilge; reattached battery charger to bulkhead. OLD T: 46 CFR 183.01-15

The conductors supplying motors and motor operated appliances shall be protected by a separate over-current device which is responsive to motor current. This device shall be rated or set at not more than 125 percent of the motor full-load current rating. No over-current protection was found on conductor attached to Port E/R battery that supplied power to port toilet system. Supply in-line fuse that is rated at no more than 125% of max amperage rating of toilet system. OLD T: 46 CFR 183.05-50(c)(2)

Except as otherwise provided in this section, machinery and fuel tank spaces shall be separated from accommodation spaces by watertight and/or vapor tight bulkheads of double diagonal wood, marine plywood, steel plate, or equivalent construction. Marine inspector observed the access to the machinery space was located on the interior of the vessel and not currently vapor tight. Hatches to machinery space to be fitted as to keep the vapor tight barrier. OLD T: 46 CFR 182.35-1

Suitable covers, guards, or rails shall be installed in way of all exposed and hazardous places such as gears, machinery, etc. Marine Inspector observed the fixed bilge pump motors at STBD bilge pump manifold and stern bilge pump manifold did not have guards. Adequate guards to be placed on both pumps rotating drives. OLD T: 46 CFR 177.35-15

Fuel tanks shall be adequately supported and braced to prevent movement. Marine inspector observed the port side fuel tank securing straps were wasted and were not adequately braced. Vessel to install proper bracing to prevent movement. OLD T: 46 CFR 182.15-25

The name of the vessel must be marked on some clearly visible exterior part of the port and starboard bow and the stern of the vessel. The hailing port of the vessel vessel must be marked on some clearly visible exterior part of the stern of the vessel. Marine inspector observed No vessel name or hailing port marked on vessels stern, starboard, or port side. Vessel to clearly mark vessel name "TIKI MERMAID" and hailing port that is listed on Certificate of Documentation in the locations stated. Markings must be no less than 4 inches in height.

Except as otherwise provided in this section, rails or equivalent protection shall be installed near the periphery of all weather decks accessible to passengers and crews. Stbd aft rail course clip is deteriorated. 46CFR177.35-1(a)

Vessels shall be inspected for compliance with the standards required by this subchapter. For items not covered by standards in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. MI observed excessive water from shaft packing. 46CFR176.800

When installed in a machinery space, a fixed carbon dioxide system must meet the following requirements. The quantity of carbon dioxide in kilograms (pounds) that the system must be capable of providing to a space must not be less than the gross volume of the space. MI observed two holes (aprox 1-3" wide) in the engine room compartment. 46CFR181.410(f)

A vessel of more than 26 feet in length, but not more than 65 feet, must carry a minimum of one life buoy of not less than 24 inches in diameter. The grab line of the ring buoy is deteriorated.

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its design limitations. The starboard shaft is leaking water.

As appropriate for the intended voyage, a vessel must carry adequate and up to date charts and publications. Vessel did not have any publications on board. Vessel was able to purchase and get on board all required publications prior to the end of the inspection.

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel exceeded 3 month interval on 14JUN2019. Vessel required to undergo satisfactory annual inspection prior to carrying passengers.

Fuel shut off valves installed so as to close against the fuel flow shall be fitted in the fuel supply lines. Port emergency fuel shut off valve in inoperable. Demonstrate repair/replacement of valve.

All vessels shall be provided with a satisfactory arrangement for draining any water tight compartment. Vessel could not drain water from forward most space. After a protracted delay vessel was able to dewater the space.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a dry dock examination and an internal structure at least once every two years. Vessel is currently overdue for require dry dock examination and must complete a satisfactory dry dock examination prior to carrying passengers for hire.

Provide proof of an operating bilge pumping system

Provide one Type I adult PFD. Total persons onboard is reduced by 1 person. Total persons is reduced to 64.

PROVIDE PERMANENT WATERTIGHT PLUG FOR OLD GASOLINE ENGINE EXHAUST SYSYTEM THRU-HULL FITTINGS.

PROPERLY SECURE ENGINEROOM EXHAUST AND INTAKE VENTING TO PREVENT DUCTS FROMBEING CRUSHED BY STEERING GEAR.

INSTALL COTTER KEY OR DOUBLE NUTS TO STEERING SYSTEM TO PREVENT SYSTEM FAILURE.

REPAIR AFT HEAD AND RECONNECT MSD PIPING TO PREVENT FLOODING OF VOID SPACE

INSTALL AN EMERGENCY FUEL SHUTOFF ON FUEL LINE TO GENERATOR ON FUEL TANK INSTARBOARD FUEL TANK COMPARTMENT.

INSTALL A MECHANICAL VENTILATION BLOWER IN GENERATOR SPACE IN ACCORDANCE WITH 46 CFR 182.15-45(A) AND INSTALL AN INTERLOCKED SWITCH.
