46 CFR 183.420 All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant.

Except as otherwise provided in this section, rails or equivalent protection must be installed near the periphery of all decks of a vessel accessible to passengers or crew. Equivalent protection may include lifelines, wire rope, chains, and bulwarks, which provide strength and support equivalent to fixed rails. Deck rails must include a top rail with the minimum height required by this section, and lower courses or equivalent protection as required by this section. Rqails in way of embarkation and boarding locations may be removable but must be installed and in place at all times. There were no rails installed on port or stbd embarkation areas.

Vessels automatic bilge pump visual indicator was not operating properly and does not meet the standard of visual indications must be at the operation station as required by 46CFR182.530(a) . Vessel has 30 days to correct to the satisfaction of a Coast Guard Marine Inspector. Def will become prior to carrying passenger defs if they become past the due date noted.

Vessels is under 12 meters (39.4 Feet) and the 360 degree all-round white light (2 mile)is not working as described in 33CFR83.23(d) vessel is restricted from from carrying passengers between sunrise and sunset and in restricted visibility until corrected to the satisfaction of a Coast Guard Marine Inspector.

Provide current certification in basic first aid and CPR training to at least one crew member in accordance with NVIC 01-91 and 46CFR 15.501. Vessel has 30 days to correct to the satisfaction of a Coast Guard Marine Inspector.

Provide current registeration for the vessel and ensure that the registration is onboard at all times while the vessel is underway.
