Each liftboat must comply with the ABS's “Rules for Building and Classing Mobile Offshore Drilling Units”, assuming a steady wind speed of 100 knots for liftboats in unrestricted service, and 70 knots for liftboats in restricted service under normal operating conditions and 100 knots under severe storm conditions. The main hull structure, legs, and supporting structure must comply with Section 3/4.3 of the Rules. A crack in the port side Leg was discovered at the Butt weld connecting the pad causing an intake of water. Repairs and Non-destructive testing will be conducted to the satisfaction of the Coast Guard.

MI's observed the sewage overboard valve being unlocked, and open. Vessel closed, and locked overboard valve to satisfaction of attending USCG Marine Inspectors.

Operation of either crane brings about questions to the vessel's stability while underway or afloat without being secured by the spuds. This prevents launching of the lifeboat within the required time limitations by the regulation, preventing recovering a man overboard. Vessel needs to have an arrangement that provides a means from recovering an unconscious man overboard, with or without the use of a lifeboat.
