74SOLAS(04)II-1/43.3.1.2 Where the emergency source of electrical power is a generator, it shall be started automatically upon failure of the main source of electrical power supply unless a transitional source of emergency electrical power is provided. Vessel stated that their emergency generator is not able to start automatically, but only manually by spring start.

Two means of escape shall be provided from each machinery space of category A. In general, one of these ladders shall provide continuous fire shelter from the lower part of the space to a safe position outside the space, and be provided with a self-closing steel door at the lower end. PSCO observed 03 emergency doors in the machinery space that were not self-closing.

The navigational equipment and systems referred to in this regulation shall be so installed, tested and maintained as to minimize malfunction. Master reported that, upon reaching 30 degrees in either direction, the rudder angle indicator jumps to the maximum turning angle. 74 SOLAS (20) V/19.4
