A penetration in a watertight bulkhead must be... made watertight. 02 Bulkhead penetrations in center void not watertight. Make watertight to the satisfaction of the marine inspector. 46 CFR 179.320(c)

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). 13 life jackets found with unserviceable retroreflective material. Renew retroreflective material to satisfaction of the Marine Inspector. 46 CFR 185.604(h)

Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. Liferafts found with numerous gouges penetrating the body of the raft. Repair in accordance with the manufacturers instructions to the satisfaction of the Marine Inspector. 46 CFR 185.700(a)

Life floats, when stowed in tiers, the separate units must be kept apart by spacers. Life floats found without spacers. Install spacers to satisfaction of the Marine Inspector. 46 CFR 180.137(f)

Fuel filters fitted with bowls of other than steel construction must be approved by the Commandant and be protected from mechanical damage. Approval of bowls of other than steel construction will specify if a flame shield is required. Installed fuel filters found without flame shields. Install flame shields IAW manufacturer's type approval. 46 CFR 182 (b)(6)

Vapor barriers must be provided where insulation of any type is used in spaces where flammable and combustible liquids or vapors are present, such as machinery spaces and paint lockers. 02 penetrations found not to be vapor tight in the forward engine room bulkhead. Restore vapor tight integrity to identified penetrations. 46 CFR 177.405(e)

Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. These stops may be structural or internal to the main steering gear. Rudder stops found to be missing on installed steering gear. Install rudder stops to satisfaction of the Marine Inspector. 46 CFR 182.610(e)

Each life jacket must be approved in accordance with either § 160.002, § 160.005, or § 160.055 in subchapter Q of this chapter. 01 Adult PFD found to not be of the correct type. Replaced in the presence of the attending Marine Inspector. 46 CFR 180.71(c)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel's EPIRB hydrostatic release found to be expired. Replaced in the presence of the attending Marine Inspector. 46 CFR 180.64

The bilge suctions shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. Engine Room and Sewage Void have insufficient bilge strainers. Install suitable strainers to both spaces to satisfaction of Marine Inspector. 46 CFR 182.25-5 "OLD-T"

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of 80.1101(c)(2. Verify input of MMSI number into VHF radio and link GPS to VHF to allow DSC feature to be operational. 47 CFR 80.905 (a)(1)

Each life jacket must be approved in accordance with either § 160.002, § 160.005, or § 160.055 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.155 or 160.176. Three Kapok PFD's were deemed unfit for continued use based on requirements listed under Subchapter Q.

MI FOUND 02 ADULT AND 02 CHILD LIFE PRESERVERS IN AN UNSERVICEABLE CONDITION. VESSEL IS PERMITTED TO OPERATE WITH AN ALLOWANCE OF 50 ADULT PASSENGERS AND 05 CHILD LIFE PRESERVERS PERSONS ONBOARD RATHER THAN THE COI AMOUNT OF 51 PERSONS (06 CHILD PERSONS) ONBOARD AS A RESULT FROM THE 04 FOUND UNSERVICEABLE LIFE PRESERVERS. VESSEL SUPPLIED MI WITH SERVICEABLE REPLACEMENT LIFE JACKETS; VESSEL IS AUTHORIZED TO FOLLOW COI PASSENGER ALLOWANCE. 46 CFR 180.25-1 (OLD T)

THE NUMBER OF PENETRATIONS IN A WATERTIGHT BULKHEAD MUST BE MINIMIZED. A PENETRATE ON IN A WATERTIGHT BULKHEAD MUST BE AS HIGH AND AS FAR INBOARD IN THE BULKHEAD AS PRACTICABLE, AND MADE WATERTIGHT. MI DISCOVERED A 3 INCH PENETRATION ON AFT BULKHEAD IN ENGINE VOID SPACE. OPERATOR INSTALLED A PLATE TO PREVENT WATER FROM ENTERING SPACE FROM PENETRATION. 46 CFR 179.320 (c)

AT EACH INSPECTION FOR CERTIFICATION AND AT EVERY OTHER VESSEL INSPECTION ALL OBSERVED UNSAFE PRACTICES, FIRE HAZARDS, AND OTHER HAZARDOUS SITUATIONS MUST BE CORRECTED AL REQUIRED GUARDS AND PROTECTIVE DEVICES MUST BE IN SATISFACTORY CONDITION. MI DISCOVERED AN EXPOSED/LOOSE/UNUSED CABLE IN ENGINE ROOM SPACE CREATING A POTENTIAL FIRE HAZARD. OPERATOR CAPPED/COILED EXPOSED/LOOSE CABLE TO ELIMIATE THE POTENTIAL FIRE HAZARD. 46 CFR 176.830 (a)

If the vessel carries more than one life float or buoyant apparatus , the life floats and buoyant may be grouped and each group secured by a single painter. 03 Life Floats were not secured with a single painter.

Vessel must be provided with individual bilge lines for each watertight compartment. Individual bilge lines were not labeled for easy operation. Operator corrected on the spot. 46 CFR 182.510(a)

Sizing spec tag was missing from the float free link.

Vessel is missing 4 of its 12 required flares/smoke signals.

Batteries located amidships in the engine room were installed with wing nuts on the terminal connections.

Vessel had 02 of 03 required fire buckets onboard. The 02 onboard were not properly marked and did not have lanyards affixed.

Battery for waterlight was expired.

Twelve lights on PFD's were expired.
