The two required fixed power bilge pumps shall be self-priming and shall each be driven by different sources of power. Vessel has combined bilge/fire pump, cross connection for suction was not operation during the time of inspection. Repair or replace as necessary to the satisfaction of the attending marine inspector prior to carrying passengers. 46 CFR 182.25-10(c) (Old T)

The minimum capacity of the power fire pump shall be 50 gallons per minute at a pressure of not less than 60 pounds per square inch at the pump outlet. The pump outlet shall be fitted with a pressure gauge. Port side pump gauge not working during inspection. Repair/replace to the satisfaction of the attending marine inspector. 46 CFR 181.10-1(c) (Old T)

The individual bilge suction lines shall be led to a central control point or manifold. Each line shall be provided with a stop valve at the control point or manifold and in addition shall be provided with a check valve at some accessible point in the bilge line. Starboard engine room bilge suction line does not have a check valve installed to prevent back flooding. Install to the satisfaction of the attending marine inspector. 46 CFR 182.25-5(c) (Old T)

Fuel lines shall be accessible, protected from mechanical injury, and effectively secured against excessive movement and vibration by the use of soft non-ferrous metal straps with no sharp edges. Port fuel tank return line was leaking during inspection. Repair to the satisfaction of the attending marine inspector. 46 CFR 182.20-40(b)(2) (Old T)

Decks between various spaces must meet the requirements of Table 116.415(c). The deck separating the port side engine room and the main deck accommodation space is required to be an A-60 boundary. Insulation was not properly secured in the port side engine room on the left side of the overhead and along the left side bulkhead. Secure with the proper grating to ensure A-60 boundary is met as per manufacturers recommendations for fire rating insulation, to the satisfaction of the attending marine inspector.

Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who: (1) Occupy a position, or perform the duties and functions of a position, required by the vessel's Certificate of Inspection; (2) Perform the duties and functions of patrolmen or watchmen required by this chapter; or, (3) Are specifically assigned the duties of warning, mustering, assembling, assisting, or controlling the movement of passengers during emergencies. Provide proof of company policy established for crewmembers that meet this requirement for chemical testing to the satisfaction of the attending marine inspector.

All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection. Port generator light was out on main generator panel during inspection. 46 CFR 183.01-15 (Old T)

Vessels whose routes are restricted to 20 miles from a harbor of safe refuge shall carry life floats or buoyant apparatus for not less than 50 percent of all persons on board. 01 life float needs to be serviced and repaired. When vessel is more than 01 mile from shore passenger count is reduced to 220.

At each subsequent inspection for certification, re-inspection, and at every other vessel inspection, the marine inspector shall require that all observed unsafe practices and hazardous conditions are corrected. Vessel’s port generator had excessive oil on the rear part of the engine in the vicinity of the turbocharger. O/O is to clean affected area and re-route crankcase breather to prevent future oil and fire hazards from occurring. 46CFR176.25-50 (Old T-L)

At each subsequent inspection for certification the marine inspector shall view the vessel afloat and conduct tests and inspections of the hull and its’ appurtenances. Upon visual examination of the hull and watertight envelope, damage was noted on the main deck port quarter of the vessel where the transom meets the side shell and deck. An approximate one-foot crack/tear was noted that penetrates the deck into the steering compartment. O/O is to submit a repair proposal documenting temporary and permanent repairs to the area for OCMI review. 46CFR176.25-5 (Old T-L)

Portable fire extinguishers shall be installed and located to the satisfaction of the [name withheld] extinguisher and mounting bracket in the vicinity of the bar area on the second deck was loose and never mounted to its’ designated location. O/O to mount extinguisher and its’ associated bracket in accordance with the vessel fire control plan. 46CFR181.30-10(b) (Old T-L)

Each ring life buoy must be marked with Type II retroreflective material approved in 46CFR164.018 in subchapter Q of this chapter or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). Stern and Stbd 2nd deck lifering buoys missing pieces of correct retro-reflective tape.

Each floating waterlight must be attached to a lanyard with a corrosion-resistant clip. The clip must allow the waterlight to be quickly disconnected from the ring life buoy. Waterlight was found to be attached with a shackle.

A hatch exposed to the weather must be watertight. Port aft lazarette hatch was found with a 1 inch missing piece of gasket.

All wiring and cable shall be suitable for marine service and for particular installations used. In addition, flexible or portable cords such as SO, STO, and similar types cannot be used for permanently installed wiring. Pilot house has multiple navigation electronics plugged into surge protector portable cord. Remove surge protector and install a permanent power supply for vital navigation equipment. 46CFR183.10-20(a)(2)

Vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Marine Navigation Lights,” or other standard specified by the Commandant. Port and Stbd side lights do not meet this requirement.

All escape hatches and other emergency exits used as means of escape must be marked on both sides in clearly legible letters at least 50 millimeters (2 inches) high: “EMERGENCY EXIT, KEEP CLEAR”, unless such markings are deemed unnecessary by the cognizant [name withheld] all escape exits according to regulation.

A vessel of more than 19.8 meters (65 feet) in length must carry a minimum of three life buoys of not less than 610 millimeters (24 inches) in diameter and must be IAW 160.050 in subchapter Q. Port aft ring buoy on main deck found with a hole in it exposing internal material. Repair or replace life ring.

All vessels of 26 feet in length and over shall be provided with individual bilge lines and bilge suctions for each watertight compartment. The bilge suction in the portside water tank room (space #4) was not able to pump out water.

The bilge suction shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. No strainer was found on the bilge pipe in the portside forepeak space.

At each initial/subsequent inspections for certification of a vessel, inspection of all accessible parts of the exterior & interior of the hull. There is extensive pitting in the WTD bulkhead in the #1 starboard void on the aft bulkhead just inboard of the fresh water intake bulkhead fitting. Replace prior to hull exam credit.

Auxiliary machinery shall be suitable for the purpose intended and maintained in such a manner as to afford adequate protection again machinery failure and personnel injury. The port main engine in the starboard engine room exhaust discharge flexible pipe was missing a double clamp on the hull side.

Mechanically propelled "L" vessels shall comply with the provisions of Subchapter F of this chapter. Nonmetallic flexible hose may be may be used in vital fresh and salt water systems at a maximum service pressure of 150 psi. Nonmetallic flexible hose may be used in lengths not exceeding 30 inches where flexibility is required. 04 sections of straight bilge pipe have been replaced with nonmetallic flexible hose where flexibility is not required. Replace prior to hull exam credit.

One length of fire hose shall be provided for each hydrant. 03 hoses unserviceable. Required prior to carrying passengers. 46 CFR 181.15-10
