Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Vessels fore to aft starboard deck longitudinal timber has broken at the forward starboard corner of the engine hatch. Operator has temporarily repaired the fractured timber with an aluminum plate. Crop and renew the timber and starboard adjacent deck hatch support timber that has rotted, to the satisfaction of the attending Marine Inspector. (MI) Once removed, MI attendance and inspection of the remaining material is required prior to installation of new timbers.

Engine failure causing loss of propulsion while underway, to be repaired and inspected to the satisfaction of the attending CG MI.

Resolution: Vessel owner provided objective evidence of repairs from 3rd party marine mechanic. Vessel had airbound fuel filters. Mechanic repalced all filters and gaskets followed by satisfactory 1 hr power trial.
