When the 1st engineer was asked about the patch he stated it was there for chafing protection. PSCO asked to remove the patch to see the condition beneath it and when removed the #2 hydraulic return line started leaking excessive hydraulic fluid from the steering gear. 74SOLAS(14)1/11(a)

0899 - Where vehicle ramps are installed to give access to spaces below the bulkhead deck, their openings shall be able to be closed to prevent ingress of water below alarmed and indicated to the nav bridge. Water ingress panel on the bridge indicated the rear ramp was closed when it was open. The switch is heavily corroded and had to be manually pulled to display proper orientation on the ingress panel.
