A hatch exposed to the weather must be watertight. Engine hatch gasket material was missing. Replace gasket material around hatch to the of the attending MI. 46 CFR 179.360(a)(New T)

A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. It was reported to DMI that the vessel experienced a fire on the tire fendering system in the vicinity of the engine exhaust outlet. No further details as to why the fires origination were provided. The vessel is restricted from movement at its current location, Crescent Ship Service, Ama until the DMI can asses the vessel. 46CFR185.100 60c.

An inspection for renewal of a certificate of inspection shall include an inspection of the structure, machinery and equipment. The inspection shall be such as to insure that the vessel, as regards the structure, piping, main and auxiliary machinery, electrical installations. lifesaving appliances, fire extinguishing equipment, pollution prevention equipment and other equipment, is in satisfactory condition and fit for the service for which it is intended and that it complies with the regulations in this subchapter to the extent that such regulations are applicable to the vessel being inspected. Upon post fire damage survey MI found the vessel out of compliance with subchapter T regulations. Vessel is prohibited from movement until a complete inspection for certification is conducted. Should vessel need to be moved from its current location, it only may do so after an approved transit plan is submitted and approved by the attending MI.

Electrical equipment must be maintained to protect passengers, crew, and other persons and vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Marine Inspector found excessive dust and oil on the generators' windings. Clear and identify cause to the satisfaction of the attending Marine Inspector. 46 CFR 183.200(b)

Each hatch cover must have securing devices. The Marine Inspector found the fwd and aft hatches do not have operational securing mechanism. Repair or replace to the satisfaction of the attending Marine Inspector. 46 CFR 171.124(b)(1) (old S)

Generators and motors designed for 40 degrees Celsius may be unused in the 50 degree ambient locations provided the machines are derated to 80% of full load rating, and the rating or setting of the over-current devices is reduced accordingly. An additional nameplate specifying the derated capacity shall be provided for each such motor and generator. The Marine Inspector observed a generator rated for 40 degrees Celcuis, but does not have a nameplate specifying the derated capacity. 46 CFR 183.10-5 (old T)

The master or person in charge of a ship to which this section applies, shall ensure that one or more placards meeting the requirements of this section are displayed in a prominent location and in sufficient numbers. Marine Inspector observed the old version of the garbage placard displayed. Replace with new color coded version of the garbage placard. 33 CFR 151.59(a)

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast procedures, specific to the individual vessel. The Marine Inspector observed that there were no emergency broadcast instruction placards posted. Refer to 46 CFR 184.510 for an example. 46 CFR 184.25-1 and 46 CFR 184.506

The shutoff valve at each tank shall be operable from outside of the tank compartment, preferably from an accessible position on the weather deck. Marine Inspector observed that the weather deck mounted remote fuel shutoff was disconnected from the valve adjacent to the fuel tank. The remote fuel shutoff was reconnected and tested in the presence of Marine Inspector. 46 CFR 182.20-40(b)(3)(old T)

All wiring shall be run as high as practicable above bilges. Marine Inspector observed wiring for bilge alarm laying in bilge. Extra wiring was secured as high as practicable above the bilge. 46 CFR 183.05-50 (a)(a) (old T)

All machinery essential to the routine operation of the vessel be checked. Marine Inspector observed loose packing in the rudder posts during the steering system test. Rudder posts were repacked and tested in the presence of the Marine Inspector. 46 CFR 176.25-10(a)(4)
