Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel had no detection system installed. Due to vessel size and arrangement, MI agreed that a UL 217 detector in the passenger area would meet requirement to protect passenger seating area and wheel house since E/R is not routinely accessed. Master and rep installed UL 217 smoke detector in passenger space that can be seen and heard from bridge operating station. 46 CFR 181.405(c)

vessel not required to have a power driven fire pump by 181.300 must have at least three 9.5 liter (2.5 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words "FIRE BUCKET" must be stenciled in a contrasting color on each bucket. Fire buckets did not have stenciling. Vessel provided picture of buckets with words stenciled on each bucket. 46 CFR 181.610

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Vessel had closures, but STBD exhaust louver was bent causing issue putting closure on. Vessel hammered louver back to position without any damage and was able to mount closing device. 46 CFR 182.465(h)

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. Had plate painted over white matching hull color. Vessel painted shutoff station and F/O shutoff red to be visible to crew/passenger. 46 CFR 185.608

A drydock examination conducted in compliance with 176.600. The following must be completed for credit drydock: a. Replace steering ram arm, due to excessive wear on starboard eyelet. b. In forward head space, cover electrical connection board on the starboard bulkhead. c. Clean through hull suction in forward portion of engine room on the port side of the keel. Tested and water unable to penetrate.

A device must be provided to automatically shut down power ventilation serving the protected space and engines that draw intake air from the protected space prior to release of the extinguishing agent into the space. Fire panel that controls automatic shutdown is inop.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel is missing Safety Radiotelephony Certificate.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Vessel had expired Aspirin in first aid kit.

A VESSEL MUST COMPLY WITH APPLICABLE REQUIREMENT FOR ANY RADIO INSTALLATIONS PER REQUIREMENTS BY FEDERAL COMMUNICATIONS COMMISION SET FORTH IN 47 CFR 80. VESSEL'S RADIO WAS NOT PROGRAMMED WITH MMSI OR GPS. PROGRAM RADIO PER FCC REQUIREMENTS.

EACH PASSENGER SHIP EQUIPPED WITH A RADIO MUST HAVE A RADIO OPERATOR PERMIT. PROVIDE PROOF OF RADION OPERATOR PERMIT. 47 CFR 80.1003.

MARING EMPLOYERS SHALL ESTABLISH PROGRAMS FOR CHEMICAL TESTING FOR DANGEROUS DRUGS. SUPERVISORS MUST HAVE ON HOUR SUPERVISORY TRAINING. 46CFR16.401(b)

Each battery used in an item of lifesaving equipment that is expired must be replaced. Observed expired floating water-light battery to the lifebuoy and life float. 46 CFR 185.726 (d)

Master did not have a medical certificate. Master must file for medical certificate and provide proof within 30 days.
