Each survival craft must be: secured to the vessel by a painter with a float-free link permanently attached to the vessel. Vessel's painter was not attached to the float-free link. Vessel to attach float free link to the satisfaction of the Marine Inspector. Vessel's crew fixed the issue on the spot.

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed.Vessel experienced possible fire in engine compartment, resulting in subsequent automatic discharge of pre-engineered fire extinguishing system. Marine Inspector to attend vessel and complete damage assessment and sea trial prior to carriage of passengers for hire. 46 CFR 176.840.

A pre-engineered fixed gas fire extinguishing system must: (1) Be approved by the Commandant; (2) Be capable of manual actuation from outside the space in addition to automatic actuation by a heat detector; (3) Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space; and (4) Be installed in accordance with the manufacturer's instructions. Vessels pre-engineered fire extinguishing system discharged. Vessel is required to have pre-engineered system installed and provide evidence of required servicing and testing to satisfaction of attending marine inspector prior to carriage of passengers. 46 CFR 181.420 (a)

For fixed-gas fire extinguishing systems, the inspections and tests required by Table 176.810(b) of this section, in addition to the tests required by 46 CFR 147.60 and 147.65. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Fireboy service records must be provided.

A vessel must comply with the applicable requirements for any radio...including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission. Station license has the previous vessel name and must be updated.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List; (4) Tide Tables. Publications are out of date by 5 years and must be replaced with up-to-date volumes either in hard copy or electronic format.

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. Portable lights must be provided in engine room and operating station.

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. Waterlight lanyard must be replaced with lanyard of at least 3 feet but not more than 6 feet in length.

For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include, but need not be limited to - (1) Training in the use and location of firefighting equipment and general firefighting knowledge, including: (i) Location of firefighting appliances and emergency escape routes; (ii) Types and sources of ignition; (iii) Flammable materials, fire hazards and spread of fire; (iv) The need for constant vigilance;(v) Actions to be taken on board; (vi) Fire and smoke detection and automatic systems on board; and (vii) Classification of fire and applicable extinguishing agents.(2)The drills required by § 185.524, including fire location and fire type; and(3) Emergency egress training for each member of the crew, to occur for all members of the crew - (i) At least monthly while such members are employed on board the vessels; and (ii) Each time a crew member joins the crew of such vessel. Vessel must conduct and log detailed fire drills which address the above proficiencies.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. MI observed lack of evidence that 01 crewmember satisfactorily passed chemical test for dangerous drugs prior to employment. Provide proof of employed crewmember's enrollment in the marine employer's drug and alcohol program. 46 CFR 16.210(a)

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Installed bilge system failed to drain lazerette space during operational test. Bilge pump impeller was found wasted and was replaced by crew. Operational test satisfactory. 46 CFR 182.520(a)

A vessel that is exposed to salt water more than three months in any 12-month period since the last examination must undergo a dry-dock examination and an internal structural at least once every two years. Vessel did not complete required dry-dock examination. - 46CFR176.600(c)(1)
