A hinged watertight bulkhead door must be fitted with a quick action closing devise operable from both sides of the door and indicator lights at the operating station showing whether the door is open or closed. Indicator light switches on watertight doors between the galley and berthing area and between the lounge and engine room were found disabled using duct tape. Vessel removed disabling devices and tested alarms and indicators. Deficiency cleared prior to getting underway.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. Vessel's masthead light was inoperable. Vessel is restricted from operating at night, including 1/2 hour after sunrise and 1/2 hour before sunset, and in times of reduced visibility until repaired.

After loading and prior to departure and at all other times necessary to assure the safety of the vessel, the master shall determine that the vessel complies with all applicable stability requirements in the vessel's stability letter. Vessel's stability letter issued 04MAY2020 requires that "The vessel’s bilges and voids shall be kept pumped to minimum content at all times consistent with pollution prevention requirements." The lazarette and the bilge below the staterooms were found with excess water. Remove water.
