...Whenever it is necessary to make decisions in matters not specifically covered by regulationsin this subchapter or by referenced requirements, the marine inspector shall clearly state the reasons which caused him to arrive at such decisions.
On January 1, 2023 the vessel reported that on their propeller, two of the four blades were missing approx. 2' of the blade tip. ABS Surveyor attended the ship on the evening of January 7, 2023. After reviewing the results of a vibration test, interviewing crew and inspecting components of the propulsion system (MDE, Redusction Gear, Shaft and propellor blades) the Surveyor noted that the vibrations were within acceptable limits, while operating at reduced RPMs. This gives both Clas, and the Coast Guard confidence to allow limited operations, at reduced speeds, while making "shuttle runs" to and from [name withheld] Steel Plant and [name withheld] Terminal, until 16JAN2023, when the ship will go into a maintenance period, and shall be required to make permanent repairs to the propeller, to the satisfaction of class, before 31MAR2023.
