The number 2 port liquid cargo line did not close in over 45 seconds, and the number 2 starboard cargo tank top did not close in over one munute. correct prior to conducting cargo

The condition of the ship and its equipment shall be mantained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed the sealing wire for the number 1 starboard cargo tank pressure relief auxiliary setter was installed incorrectly. Additionally the auxillary setter is missing the identification and data plate. Correct prior to conducting cargo.
