The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCOs observed that the #2 and #4 fuel oil purifier feeder pumps were leaking and the corresponding pump gauge panel fittings were leaking. Additionally, the engine room was found to have oil spray residual from a prior lube oil leak on bulkheads and piping near the main engine. 74SOLAS(20)I/11(a)

Transfer procedures do not meet the requirements in 33 CFR 155.750. Vessel is prohibited from conducting bunker operations until transfer operations are verified by the U.S. Coast Guard. 33 CFR 155.720
