Portable extinguishers must be inspected and maintained in accordance with NFPA 10. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Navigation lights on vessel where not mounted properly. Stern light was facing forward and side light were opposite of what they should be. Make nav lights comply with nav rules. 46 CFR 183.420

The fuel shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. The fuel shutoff valve at the tank did not fully secure when closed from outside the compartment. Make fuel valve fully close from outside the compartment. 46 CFR 182.455(b)(4)

A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable and made watertight. Numerous bulkhead penetrations noted on forward watertight bulkhead and engine room bulkhead. In accordance with vessel Stability Letter watertight bulkheads are at the following longitudinal locations forward of the transom: 7'5", 15'5", 17'5". Make watertight bulkheads watertight. 46 CFR 179.320(c)

Each vessel must be provided with at least two operable portable battery flashlights. One at the helm and one at machinery space. Vessel did not have flashlights. Provide 02 flashlights. 46 CFR 183.430

A hatch cover must be attached with a captive chain/keeper chain to prevent its loss. Forward hatch missing captive chain. Provide chain for hatch. 46 CFR 179.360

Fuel tank must be maintained in such a manner to afford adequate protection from emergent situations. Fuel tank showing signs of sever pitting at fill piping connection and tank top. Remove tank and make ready for full inspection or provide new CG Approved fuel tank including plans and approval letter. 46 CFR 182.440

Stability letter indicates 03 watertight bulkheads on vessel. Numerous penetrations throughout vessel noted. Make permanent repairs to penetrations on watertight bulkheads (see stability letter for location of bulkheads). 46 CFR 178.230

A propulsion engine control system must be designed so that a loss of power to the control system does not result in an increase in shaft speed. New electronic propulsion controller installed on vessel. QFA and DVTP not provided and test not completed Provide QFA and DVTP in accordance with CVC-Policy Letter 17-07 and conduct testing IAW approved QFA and DVTP. 46 CFR 184.620

Shuttoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fule line to stop fuel flow when servicing accessories. the shutoff valve at the tank must be mmanually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. If the handle to the shutoff valve at the tank is located inside the machinery space, it must be located so that the operator does not have to reach more than 300 millimeters (12 inches) into the machinery space and the valve handle must be shielded from flames by the same material the hull is constructed of, or some noncombustible material. Electric solenoid valves must not be used, unless used in addition to the manual valve. The vesel's fuel shutoff valve was inoperable. Repair or replace the fuel shutoff valve.

Epirb battery was expired. Hydrostatic release expiration date was expired. Renew battery and hydrostatic release in accordance with 46 CFR 180.64.

Console 10-B:C portable extinguisher was not mounted. Mount in accordance with 46 CFR 181.520.

EPIRB battery is expired.

Lifering was not proper size.

Fireboy is out of service inspection date.
