Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here: Certification or licensing by a state or local jurisdiction as a fire extinguisher servicing agency will be accepted by the Coast Guard as meeting the personnel certification requirements of NFPA 10 for annual maintenance and recharging of extinguishers. MI observed all extinguishers out of date by several months. Vessel is required to have all extinguishers inspected/service prior to movement.

(a) An interconnected detection and alarm system must: (1) Consist of multiple-station smoke detectors listed by an NRTL, or independent laboratory accepted by the Commandant according to 46 CFR subpart 159.010, as meeting UL 217 (incorporated by reference, see 46 CFR 175.600); (2) Be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) or 118.400(d) to be protected by the interconnected detection and alarm system; (3) Contain an independent power source; and (4) Alarm on low power. The vessel's installed smoke detection system is not interconnected in all spaces, specifically, the machinery space/engine room. Make corrections to the satisfaction of a CG Marine Inspector. On a vessel of not more than 19.8 meters (65 feet) in length carrying more than 49 passengers, and on a vessel of more than 19.8 meters (65 feet) in length, the minimum capacity of the fire pump must be 189 liters (50 gallons) per minute at a pressure of not less than 414 kPa (60 psi) at the pump outlet. MI observed fire pump pressure of 48 psi at the local pressure gauge. Affect repairs to the firemain system and /or fire pump in order to achieve the required 60 psi. CITE: 46 CFR 181.300 (b)

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section.The vessel has three 10-B:C CO2 portable fire extinguishers (PFEs) in the machinery space, however is required to have one 40-B:C in the vicinity of the exit as per 46 CFR Table 181.500(b). Rails shall consist of evenly spaced courses and the spacing between courses shall be not greater than 12". The chain rail across the aft deck is missing at least two chain courses, which must be installed. CITE: 46 CFR 177.35-1(a) Old-T

In addition to meeting §180.130, each life float and buoyant apparatus must be stowed as required under this section, The float-free link required by §180.130(a)(1) must be: Of proper strength for the size of the life float or buoyant apparatus as indicated on its identification tag. Vessel did not have tag on float-free link to determine if it was the proper size. Vessel must provide proof of the strength of the weak link to the satisfaction of the MI.

No. 10 or smaller conductors may be connected by means of clamps screw with terminal plates having up turned lugs. Vessel had connections on main engine and generators that did not have up turned lugs. Vessel is required to replace all connectors that do not meet the standard to the satisfaction of the MI.

On a vessel of more than 19.8 meters (65 feet) in length, the public address system must be a fixed installation and be audible during normal operating conditions throughout the accommodation spaces. Vessel did not have an operable public address system.

All electrical installations shall be to the satisfaction of the OCMI. 02 dead end wires were found in the port side void space aft of the frame 10 WT bulkhead, 01 dead end wire STBD side void space outboard of the crew quarters, and underneath the console on the bridge. All dead end wires need to be removed or properly terminated to the satisfaction of the attending Marine Inspectors.

A penetration in a watertight bulkhead must be made watertight. A cable penetration on the port side of the #10 frame watertight bulkhead was open between either side of the bulkhead, and not WT. Penetration need to be made WT to the satisfaction of the attending Marine Inspector.

Replace all expired Alcohol test swab.
