The new electronic control system is not functioning as required; currently, the loss of power to control system causes the loss of the primary controls without the ability to power up the auxiliary system. There is a small hole in the starboard main engine exhaust pipe allowing exhaust gas and cooling water to leak into the engine compartment. (46 CFR 182.425/430)
