issued by the Federal Communications Commission, as set
forth in 47 CFR part 80. Vessel did not have valid
Safety Radiotelephony Certificate on-board. Every vessel
subject to Part III of Title III of the Communications
Act must have a detailed inspection of the radio
installation by an FCC-licensed technician in accordance
with 47 CFR 80.59 once every five years. If the ship
passes the inspection, the technician will issue a
Communications Act Safety Radiotelephony Certificate.

Certificate to attending Marine Inspector.

the SMI. Vessel's testing devices were expired. Until
such time that valid testing devices are available
onboard,vessel representative has stated that obtaining obtaining the devices and conducting the required
alcohol tests can be accomplished within 2 hours from
the time of occurrence of the SMI. Vessel will need to
replace testing devices as required and or show written
policy attesting to how the vessel will obtain the
devices and conduct the required alcohol tests within 2
hours from the time of occurrence of the SMI.

integrated test circuit and output indicator, to
determine that it is operative. Vessel was not able to
