The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel was identified to have approximately multiple cracks within the hull near the bow. Vessel rep to provide repair plan and conduct repairs.

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes.. Engine room was not clean and had oil throughout. Clean engine space limit fire danger and pollution hazard.

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942. The raw water intake hose was found to be brittle and cracking. Vessel required to renew with a hose which meets the specified standard, prior to carrying passengers.

A duct must be of rigid permanent construction, which does not allow any appreciable vapor flow except through normal openings. An approximately two (02) inch hole was identified on the main deck exiting the machinery space, being used as a wire run. Prior to carrying passengers and to the satisfaction of the Marine Inspector, the vessel is required to make the wire duct vapor tight.
