When using DSC techniques, coast stations and ship stations must use maritime mobile service identities (MMSI) assigned by the Commission or its designees. Vapor barriers must be provided where insulation of any type is used in spaces where flammable and combustible liquids or vapors are present, such as machinery spaces and paint lockers. Vessel to remove hydraulic hoses passing through engine room ventilation piping to the satisfaction of the Marine Inspector. 46 CFR 177.405 (e)

The number of penetrations in a watertight bulkhead must be minimized. Vessel to seal unused holes in the forward bulkhead to the satisfaction of the Marine Inspector. 46 CFR 179.320 (c)

Each survival craft must be stowed in a position that is readily accessible to crew members for launching. Vessel to provide mean of access to survival craft such that it is 'readily accessible' to the satisfaction of the Marine Inspector. 46 CFR 180.130 (a)(3)

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each... normally unmanned spaces. Vessel to repair non-functioning bilge alarm light for forward compartment to the satisfaction of the Marine Inspector. 46 CFR 182.530 (a)

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessel to repair non-functioning stern light to the satisfaction of the Marine Inspector.

Vessel that is operating on a Coastwise or Oceans route must have an interconnected fire detection system in compliance with 46 CFR 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. The vessel is limited to a Limited Coastwise route until the installation of an interconnected fire detection system. 46 CFR 181.405(c)

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural examination at least once every two years. The vessel did not complete the required drydock and internal structural examinations due 31 March 2021. The vessel shall complete a drydock and internal structural examination conducted by a Coast Guard Marine Inspector, prior to caryying passengers.

Each collision bulkhead required by §179.210, must be constructed in accordance with §179.320, except that a collision bulkhead, must not be fitted with any type of penetration or opening except penetrations may be made if they are located as high and as far inboard as practicable and they have a means to make them watertight. The required collision bulkhead contained a non-watertight drain hole. Provide means to make drain hole watertight.

Vessels operated beyond the 20 nautical miles, but not more than 100 nautical miles from the nearest land, must be equipped with a MF-DSC frequency transmitter meeting the requirements of §80.1101(c)(3) and capable of transmitting J3E emission and a receiver capable of reception of J3E emission within the band 1710 to 2850 kHz, or a functioning satellite phone. The vessel was not equipped with a MF Radio or Satellite phone. Vessel is limited to voyages that are not more than 20 nautical miles from the mainland shore until a functioning MF Radio or satellite phone are provided onboard the vessel.

Each vessel certificated to operate on an oceans route in cold water must either: Be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board; or Meet either the standards for collision bulkheads in §179.310 in this chapter or §171.085 in subchapter S of this chapter, and the standards for subdivision in §§179.220 and 179.320 of this chapter, or the standards for subdivision and damaged stability in §§171.070 through 171.073 and 171.080 in subchapter S of this chapter, as appropriate, and be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The vessels liferaft was not of sufficient capacity for the total number of persons permitted on the Certificate of Inspection. Vessel is limited to the carriage of 20 person’s total, 18 passengers and 02 crew.

Pre-engineered fixed gas fire extinguishing system (Fireboy), needs annual servicing.
