Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Starboard engine was not fully operational. Repair to the satisfaction of the attending Marine Inspector. 46 CFR 182.200(a)

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. The crew accommodation space and the engine room bilge alarm was alarming on the same circuit. Each bilge high level alarm must alert on separate circuit. Repair to the satisfaction of the attending Marine Inspector. 46 CFR 182.530(c)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:Charts of large enough scale to make safe navigation possible. Vessel was unable to provide verification that the most up to date charts was installed. Repair to the satisfaction of the attending Marine Inspector.46 CFR 184.420(a)(1)

A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. The ground tackle and mooring lines provided must be satisfactory for the size of the vessel, the waters on which the vessel operates, subject to the approval of the cognizant OCMI. The anchor provided onboard was heavily corroded and was not in suitable condition for vessels operation. Repair to the satisfaction of the attending Marine Inspector. 46 CFR 184.300

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space and to effect permanent repairs. Found 03 cracked welds in forepeak on the starboard longitudinal frame and 02 cracked welds on the port and starboard transverse forward frame. 46 CFR 176.600(2)(d)

A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. The cable penetration in the engine room had visible light coming through. Repair to the satisfaction of the attending Marine Inspector. 46 CFR 183.210(3)(b)

Each battery used in an item of lifesaving equipment, except inflatable survival craft equipment, must be replaced during the annual inspection if the expiration date of the battery has passed. The expiration date of the battery may be marked on the battery or the owner or managing operator may have a record of the expiration date from the manufacturer of a battery marked with a serial number. Found 02 expired water lights onboard. Repair to the satisfaction of the attending Marine Inspector. 46 CFR 185.726(d)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. MIs observed numerous insets in hull plating on vessel side shell, located in the vicinity of the port and starboard mid ships. Enact repairs to the satisfaction of the Marine Inspector. Provide a repair plan to [email withheld].

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Repairs or alterations that affect the safety of the vessel include, but are not limited to: replacement, repair, or refastening of deck or hull planking, plating, and structural members; repair of plate or frame cracks; damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. Vessel is required to conduct a stability test due to a swap of both the port and starboard engines and associated piping.

At least the required minimum intensity is maintained at all angles from 5 degrees above to 5 degrees below the horizontal. Canopy built on deck of vessel obstructs the stern light and does not give it the full 5 degrees above the horizon sector. Vessel is restricted to daytime operations until stern light is corrected to the satisfaction of the attending marine inspector.

Each ring life buoy on a vessel must be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Ring life buoy did not have a USCG approval number attached to it. Correct to the satisfaction of the attending marine inspector.

Each lifejacket must be marked with Type I retroreflective material approved in 46 CFR 164.018. Lifejackets were found to have faded or wasted retroreflective tape on multiple lifejackets. Vessel representative had extra SOLAS retroreflective tape and instructed crew member to apply new tape. Cleared according to the satisfaction of the Marine Inspector. 46 CFR 185.604(h)

Bilge alarms not functional. Repair to the satisfaction of attending Marine Inspector and prior to vessel movement.

Fire fighting servicing report not on vessel. Provide a copy of report prior to vessel movement.

Alcohol test strips not on board. Provide test strips prior to sailing more than 2 hours from shore.

Strut frames in lazerette need to be replaced. 1 channel weld on starboard and 2 on port side

Port side engine mount (inboard) has 5 cracked welds. Grind out and repair welds.

Found below deck of cabin compartment: 5 cracked welds on frames, port side 1 cracked weld on frame, starboard side. Grind out and replace welds.
